A. 
When any vehicle is parked within this Village or left on any street or parking lot within this Village during a snow storm, flood, fire, other public emergency or otherwise or which constitutes an obstruction to traffic, which affects that portion of the public highway or parking lot upon which said vehicle is parked or left, said vehicle may be removed by any such designated person.[1]

B. 
When any vehicle is parked, abandoned or left on any street or parking lot within this Village or any place where stopping, standing or parking is prohibited or in violation of any law or ordinance regulating such conduct, said vehicle may be removed by any such designated person.
A. 
After removal of any vehicle, as provided in this Article, any such designated person may store such vehicle in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to any such designated person of the amount of all expenses actually and necessarily incurred in effecting such removal, such charges not to exceed the fee set in Chapter 87, Fees, per removal, in addition to any charges for storage, such storage charges not to exceed that set in Chapter 87, Fees, and payment of all fines outstanding for all unanswered Village parking summonses issued to said vehicle or the registered owner of the same. All such fines and storage charges shall be paid by cash, bank or certified check or money order made payable to the order of the Incorporated Village of Plandome. All aforementioned charges are subject to change by the Board of Trustees at any time. Current charges shall be on file in the Village office.[1]

B. 
The Village Clerk shall, without delay after he becomes aware thereof, report to the Mayor and the Police Department the removal and the disposition of any vehicle removed as provided in this Article, and it shall be the duty of such Village Clerk to ascertain, to the extent reasonably possible, the owner of the vehicle or person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
C. 
The Village and any such designated person shall not be liable to the owner, lessee or occupant of any such removed vehicle for any damage thereto resulting from or occurring during such removal and storage, unless the same is caused by the willful act or gross negligence of the Village or such designated person or organization. Neither the Village nor such designated person or organization shall be liable for any inconvenience or expenses suffered or sustained by the owner, lessee or occupant of any such removed and stored vehicle.
