No person shall, without permission of the Village Board of Trustees, unless otherwise authorized by this Municipal Code, place, plant or cause to be placed or planted any shade or ornamental tree, shrub or bush or erect any fence or wall within the limits of any public street in the village.

No tree or shrub or any part thereof within any public street in the village shall be cut down, defaced, dug up, removed or destroyed by any person without first obtaining a permit therefore from the Superintendent of Public Works. There shall be a fee for such permit in an amount to be set forth by resolution of the Village Board of Trustees in the Master Fee Schedule, which may be amended from time to time.
A violation of this article shall be punishable by a fine of not more than $500, imprisonment for not more than 15 days, or by both such fine and imprisonment.[2]
