No water shall be sold through a mainline or
master meter which serves more than one premises. Submetering is prohibited.
All mains to be connected to the system shall
be designed to the standards established by the village and constructed
by and at the expense of the applicant in accordance with the standard
details and other regulations as may be established by the Village
Board of Trustees and agencies having jurisdiction thereof. All mains
shall be designed for fire-protection use and shall be equipped with
appropriate valve placement and fire hydrants at appropriate intervals.
All materials used, the size, method and manner of placing and testing
the same and the general arrangement and progress of the work shall
conform to specifications established by the Village Board of Trustees.
No main shall be connected to the system unless approved by resolution
of the Village Board of Trustees.
All mains and appurtenances so installed by
individuals, partnerships or corporations shall be properly conveyed
to and accepted by resolution of the Village Board of Trustees, together
with appropriate easements of such width as the village may specify.
Acceptance (or dedication) of a water main, together with appropriate
easements, shall be at the discretion of the Village Board of Trustees.
The basis for acceptance shall include an inspection of the mains
under consideration by the Superintendent, submission of record drawings
to and acceptance by the Superintendent; said drawings shall describe
the actual piping, pumping, storage and valving, sizes and system
configuration. Acceptance of a water main may also require proof that
water main construction materials, methods, practices and perpetuity
of easements are in accordance with the standards and requirements
of the village.
Any existing public water main identified as
inadequate or undersized for a given service area shall be repaired,
upgraded or replaced at the discretion of the Village Board of Trustees,
as soon as practical and when financially feasible, prior to the approval
of additional service connections to said main.
Nothing contained herein shall preclude the
village from dedicating mains under its control to neighboring municipalities
for the purposes of distracting or purveying water.
Any property owner desiring to connect to the
water supply system of the village shall sign and file an application
therefor on forms supplied by the Superintendent. A nonrefundable
filing fee, in accordance with the village's Master Fee Schedule,
shall be paid by the owner of the premises for each application. Applications
are subject to the provisions set forth below.
At the discretion of the Superintendent, an applicant may be required to provide an engineering study as outlined in §
179-33. Said engineering study shall become and be considered as part of the application as filed.
All excavation and backfilling for and in connection
with new water services shall be performed by the owner or his or
her agent at his or her expense. After excavation is complete and
is approved by the Superintendent, the service from main to curb stop
shall be installed by the village, and the service line from the curb
stop to the meter shall be installed by the owner, after which time
the entire trench shall be backfilled by the owner under the supervision
of the Superintendent. Once a service has been inspected by the village,
no modification or connection of any kind shall be made to the service
pipe between the main and the meter. All costs incurred by the village
shall be billed to the owner and payable prior to charging the line
with water.
All materials used, the size, method and manner
of placing the same and the general arrangement and progress of the
work shall conform to specifications as may be established by the
Village Board of Trustees. The size of each service connection required
shall be approved for each individual installation by the Superintendent
and shall be adequate to deliver the quantity of water required at
peak load.
A separate tap and service shall be installed for each premises, and in cases where a main does not extend to or exist where the property is to be served, a main shall be installed, in accordance with the provisions of §§
179-20 and
179-21 of this article, before the services shall be authorized.
In any case where the location of a structure would require a service line to be longer than 120 feet from the curb stop to the meter, the Village Board of Trustees shall require the owner or his or her agent to provide a meter pit, of a standard design of the village, adjacent to the street line. In addition to the costs prescribed by §
179-24, the owner shall pay the actual cost of materials and labor for installation of the meter pit and that portion of the service line.
Should the service installation so require,
an application for a street opening permit on any village street shall
be obtained by the owner and the necessary deposit made before the
street may be opened. All work of excavation and backfilling shall
be maintained in a safe manner. The Superintendent may require such
additional safeguards deemed necessary. Permanent and temporary patches
of the street shall conform to village specifications. On other than
village-owned streets, the owner or his or her agent shall conform
to the regulations and requirements of the owner of the street.

Under those circumstances where the sale of
water is made by the village to consumers outside the village, the
village reserves the right at all times to refuse and/or to discontinue
to furnish water to outside consumers. Where water is furnished by
the village outside the corporate limits, the following additional
regulations and requirements shall apply:
A. The owner shall apply for water service as provided in §
179-24, and each of the provisions of such section shall be complied with. In addition, each application shall include an engineering study which shall evaluate the impacts of the proposed connection.
B. The Village Board of Trustees will not accept applications
for connections to private mains. The village will entertain applications
for connection to water mains outside of the incorporated village
limits only where said water mains have been properly conveyed to
and accepted by the village.
C. Private mains shall be replaced and/or extended according
to the specifications for new mains, and all related costs will be
borne by benefited property owners. No new connections to such mains
shall be permitted unless and until said mains have been properly
dedicated to the village.
The engineering study will evaluate the existing
conditions and the effects of the proposed connection upon the neighboring
water users, including an analysis of pressure, flow and fire flow
variations in the water main which will result from the proposed connection
and compare these conditions to minimum water system standards so
established by the Village Board of Trustees and the appropriate regulatory
agencies. All proposed special equipment such as pressure reducers,
backflow-prevention equipment, pumps, tanks, timers, flow control
devices, automatic controls, recorders and special electrical requirements,
and the proposed service size will be listed and justified in the
engineering study. A drawing clearly delineating the proposed layout,
including equipment sizes and a narrative description of the proposed
equipment set points and operation, shall also be included. The engineering
study shall be signed and sealed by a professional engineer, licensed
to practice in the State of New York. Should the engineering study
identify the need for water main upgrading prior to or as the result
of a proposed connection, the village shall contract for the performance
of such work as soon as practical and when generally feasible. No
connection to an inadequate main shall be permitted until necessary
improvements have been completed. All costs of any aforementioned
mitigating measure will be borne by benefited consumers.
