Meters shall be purchased from and installed
by the Department of Public Works. All costs associated with the purchase
and installation shall be paid by the owner prior to charging the
service line with water. Every temporary and/or permanent service
connected to the mains of the water system shall be metered by the
Village of Pleasantville.
No persons, other than employees of the district,
may interfere with or remove a meter from any service or tamper with
or deface a meter seal. Where the seal is broken, the meter shall
be removed for testing at the expense of the owner.

A. Employees or agents of the village may enter the premises
of the consumer between the hours of 7:30 a.m. and 7:30 p.m. to:
(1) Examine the meter and its connection.
(2) Install a new meter with related equipment.
(3) Determine the quantity of water used and the method
and manner of its use.
(4) Perform any work necessary to maintain the efficient
operation of the village's water distribution system.
B. If a violation of the provisions of Chapter
179 is found to exist and is not remedied within 24 hours after notification has been made, in addition to any other applicable penalty, the water to the premises will be shut off until such violation is remedied.
All meters shall remain the property of the
village. The responsibility for the care and keeping of the meter
shall be with the owner of the premises wherein the meter is installed.
In the event that a meter is damaged, destroyed or removed, except
as a result of the acts of the village or normal wear of the meter,
the owner will be charged for the cost of repairing or replacing the
meter.
Any meter damaged by frost or freezing or by
hot water backing into the meter or in any other way due to the negligence
of the consumer shall be repaired by the village at the expense of
the owner. Payment will be due within 30 days after presentation of
the bill therefor. The charge for such repairs shall include but not
be limited to the following: removing, repairing or replacing the
meter.
In cases where meter pits are required, the
owner bears full cost for the construction, maintenance and repair
of said meter pit and meter. Specifications for installation are available
from the village should the owner prefer to hire a licensed plumber
to undertake such work.
Excepting the water system supply meters, all
master meters as well as the appurtenances and chambers that are incidental
thereto are the responsibility of the district for which the master
meter serves. Repairs shall be undertaken under the direction of the
Superintendent, and all costs incurred shall be the districts' responsibility.
