A. 
The incident commander will be the senior fire officer (on the scene) of the Fire Department of the district in which the incident is located. The incident commander shall establish a command post and place the incident command system into effect.
B. 
The senior fire officer will act as an initial incident commander. As the incident changes or escalates to include additional resources, the incident commander will then be designated at the time of the emergency by mutual agreement of the primary responding agencies. This designation would be based on the following criteria:
(1) 
The agency with the greatest jurisdictional involvement or authority;
(2) 
The agency with the greatest number of resources committed; or
(3) 
The agency with the greatest degree of technical knowledge or qualifications regarding the situation.
C. 
As the situation and conditions surrounding the emergency change, the incident commander may also change. Those agencies present will maintain a presence in and participate from the incident command post. The participating agencies will continue to be individually responsible for their various expertise in the incident response, thus truly creating a unified command post.
The police commander will be the senior-ranking police officer on the scene. The police commander shall report to the command post and assist the incident commander.
The EMS commander will be the senior-ranking EMS officer on the scene. The EMS commander shall report to the command post and assist the incident commander.
