The senior-ranking officer of the Department in which district the incident occurs shall be the incident commander, and shall establish a command post and initiate the incident command system.
Lead agency:
A. 
All members directly involved in the incident must be trained to the operations level, and commanders should have incident command training.
B. 
Safety of emergency personnel and others in the area is the top priority. All responders must be briefed on hazards and necessary precautions upon arriving at the scene. All actions taken by any department should be consistent with their level of training and equipment.
C. 
Response priorities:
(1) 
Identify what materials are involved.
(2) 
Determine hazards and potential effects through available resources (i.e., Chemtrec, DOT, CHRIS, OFPC, etc.).
(3) 
Determine necessary course of action and evaluate regularly.
(4) 
Perform defensive operations within scope of training and equipment.
(5) 
Communicate current status to communications regularly and request resources as needed.
(6) 
Assess resources available or on standby.
(7) 
Request outside HAZ-MAT teams or other resources as needed and assist as appropriate.
(8) 
Take necessary steps to protect life and property, including evacuation.
(9) 
Safely rescue endangered or injured people.
(10) 
Prevent container failure if safe to do so.
(11) 
Avoid runoff which may be contaminated and hazardous.
(12) 
Extinguish any ignited materials when appropriate and safe.
(13) 
Control and neutralize the hazard.
(14) 
Carefully contain any spill.
(15) 
Document all actions, requests and injuries or deaths.
(16) 
Strict accountability for all emergency responders and their activities.
(17) 
Assist in decontamination.
D. 
Evacuation.
(1) 
Nearby people should be isolated from any spill or leak of any hazardous material.
(2) 
Recommended distances are given in available resources; increase as necessary.

E. 
Coordination of the incident will be done through the incident commander as defined earlier. A command post should be established outside the danger area and appropriate communications provided. All responding units will report to staging area and their activities coordinated through the staging officer.
