The village acts herein pursuant to its municipal home rule powers pursuant to the Constitution and laws of the State of New York.
No person shall be permitted to hunt, shoot or trap within the territorial limits of the village; provided, however, that the owner of property within the village, or a person who has first secured the written consent of the owner, may engage in such conduct on such owner's property. This prohibition is in addition to all prohibitions, terms and conditions relating to hunting, shooting and trapping set forth at New York State Environmental Conservation Law, Article 11, including but not limited to:
A. 
Provisions therein with respect to licensing.
B. 
The establishment of certain seasons for hunting and trapping.
C. 
Provisions prohibiting discharge of a weapon within five hundred (500) feet from any dwelling house or farm structure.
Any person who violates this chapter shall be guilty of a violation as defined by the Penal Law of the State of New York and shall be subject to the fine and term of imprisonment provided therein.
