No person or persons, nor any society or organization
shall assemble or congregate upon any street or highway within the
Village or on any Village property for the purpose of holding a meeting
or addressing an audience, nor shall any person or persons or any
society or organization parade through the streets of the Village
unless such person or persons, society or organization shall first
procure a permit therefor from the Board of Trustees of the Village.
