The Common Council has been presented with substantial
evidence of the benefits of fluoridation of public water systems,
including overwhelming support from the local medical community. The
Council has been advised of the many municipalities across the nation
who have successfully implemented fluoridation systems.
Pursuant to the authority granted by § 1100-a
of the Public Health Law, it is hereby provided that upon the commencement
of operation of any new water treatment facility in the City of Middletown,
the Department of Public Works shall add appropriate amounts of fluoride
compound to the public water system. The Department of Public Works
is further directed to forthwith apply to the New York State Department
of Health, pursuant to the provisions of Section 5-1.24 of the State
Sanitary Code, for written approval prior to adding fluoride to Middletown's
water system.
