The following shall apply to all submissions of a sketch plan:
A. 
A concept sketch plan shall be drawn on paper or other suitable material at a standard scale of not more than 200 feet to one inch.
B. 
The name of the proposed subdivision, including the name and address of the subdivider(s) and a written and clear statement of the applicant's intent with regard to the proposed subdivision.
C. 
The site address and project location map, based on Tax Map information or other similarly accurate base map (scale not less than 200 feet to one inch) to enable the entire tract to be shown on one sheet, including all existing structures, wooded areas, streams and other significant physical features within the portion of the subdivision.
D. 
All maps shall contain the title, scale, North arrow, date and name of the land surveyor.
E. 
Drainage patterns shown, where topographic contours are significant. Contours shall also be indicated at intervals of not more than two feet. All elevations are to be referred to United States Geological Survey (U.S.G.S.) datum with location and description of the bench mark included.
F. 
The location of that portion which is to be subdivided in relation to the entire tract and the distance to the nearest existing street intersection.
G. 
The name of the owner and of all adjoining property owners as disclosed by the most recent municipal tax records.
H. 
The Tax Map sheet, block and lot numbers, if available.
I. 
All the utilities available and all streets which are either proposed, mapped or built.
J. 
The proposed pattern of lots (including lot width and depth), street layout, recreation areas, systems of drainage, sewerage and water supply within the subdivided area.
K. 
All existing restrictions on the use of land, including easements, covenants or zoning lines.
L. 
A copy of the deed for the property.
M. 
Description of environmentally sensitive areas, including but not limited to regulated wetlands, floodplains and areas of historically archeological significance.
N. 
Environmental assessment form as required under the State Environmental Quality Review Act.
The following information shall be required for all plat submissions:
A. 
The name of the proposal, the name and address of the subdivider and professional advisors, including license numbers and seals, and a written, clear statement of the subdivider's intent.
B. 
A map of the property, prepared by a professional engineer or surveyor licensed in New York State, drawn to scale on paper or other suitable material at a scale not smaller than 50 feet to the inch, showing:
(1) 
The scale, North arrow, title block and general location map.
(2) 
The subdivision boundaries, including all existing lot lines within and adjacent to the subdivision.
(3) 
All contiguous land and the names of the owners.
(4) 
Existing and proposed roads, sidewalks, utilities, structures, drainage systems and drainageways.
(5) 
Watercourses, marshes, regulated wetlands, floodplains, floodways, wooded areas, public facilities and other significant physical features on or near the site.
(6) 
The proposed dimensioned pattern of the lots, including lot widths and depths, building setback lines, present zoning, easements and right-of-way lines, road layout, open space, drainage, water supply and sewage disposal facilities. Calculations for utility designs must be prepared by a licensed professional engineer.
(7) 
Proposed alterations of the existing topography, with contour lines at two-foot intervals to USGS datum or other interval approved by the Zoning Board of Appeals.

(8) 
Integration to the New York State Plane Coordinate System.
(9) 
A complete environmental assessment form (long or short, as appropriate).
(10) 
The date of the original drawings and all revisions.
(11) 
All monuments, iron pipes and benchmarks labeled as to existing or proposed.
(12) 
All existing and proposed sanitary sewers (sewage disposal systems) storm drains, gas lines and water lines with appurtenances (labeled to show size and materials of each).
(13) 
All existing and proposed structures.
(14) 
Location of existing wells and sewage disposal systems on adjacent parcels (where applicable).
C. 
If the subdivider intends to develop the tract in stages, the entire tract shall nevertheless be included. All other lands contiguous to the proposal owned by the subdivider shall be shown on the map with the approximate acreage.
D. 
Ground contours for the parcel and parcels adjacent to and within 200 feet of the tract to be subdivided at intervals of not more than 10 feet of elevation and all pertinent topographic features within the site and the adjoining tract, including existing and proposed buildings, environmental features such as steep slopes, watercourses, water bodies, wetlands and wooded areas. Features to be retained or those to be removed should be so indicated.
E. 
A copy of the Tax Map(s).
F. 
Existing restrictions on the use of land, including easements, covenants and zoning requirements.
G. 
The total acreage of the subdivision and the number of lots proposed.
H. 
The building types, approximate size and cost.
I. 
Appropriate signature blocks for required approvals and listing of necessary permits.
J. 
The proposal's relationship to all local plans, including the Comprehensive Plan, local area plans or any other appropriate local plan.
K. 
The location of suitable monuments to be placed at block corners or other necessary points as required by the Zoning Board of Appeals.

L. 
A copy of the deed for the parcel(s) involved.
M. 
All maps submitted shall be either 22 inches by 34 inches or 30 inches by 42 inches in size. When more than one sheet is required, all shall be of the same size and shall be provided with an index of the same size showing the entire subdivision to an appropriate scale.
N. 
Stormwater pollution prevention plan.

(1) 
Preliminary subdivision plat. A stormwater pollution prevention plan (SWPPP) consistent with the requirements of Chapter 203, Stormwater Management and Erosion and Sediment Control, shall be required for preliminary subdivision plat approval. The SWPPP shall meet the performance and design criteria and standards in Chapter 203. The approved preliminary subdivision plat shall be consistent with the provisions of this Chapter 203.
(2) 
Final subdivision plat. A stormwater pollution prevention plan consistent with the requirements of Chapter 203, Stormwater Management and Erosion and Sediment Control, and with the terms of preliminary plan approval shall be required for final subdivision plat approval. The SWPPP shall meet the performance and design criteria and standards in Chapter 203. The approved final subdivision plat shall be consistent with the provisions of Chapter 203.
The following shall be submitted with all applications for approval of a final plat for a minor subdivision:
A. 
If the preliminary submission is given final approval by the Zoning Board of Appeals, the subdivider shall submit three original sets of Mylars and three sets of paper prints to the Zoning Board of Appeals for signature by the Chairman of the Zoning Board of Appeals. One original copy of the Mylars will be returned to the subdivider.

B. 
All information specified under § 210-37 herein, updated and accurate.
C. 
Data acceptable to the Zoning Board of Appeals to readily determine the location, bearing and length of every road line, lot line and boundary line, sufficient to allow for the reproduction of such lines on the ground.

D. 
A statement that all on-site sanitation water supply facilities shall be designed to meet the specifications of the State Department of Health.
E. 
A copy of any covenants or deed restrictions that are intended to cover all or part of the tract.
F. 
Any additional information which is deemed necessary by the Zoning Board of Appeals.

G. 
Any required fees, pursuant to § 210-4 of this chapter.
The following shall be submitted with all applications for approval of a preliminary plat for a major subdivision:
A. 
All information specified under § 210-37 herein, updated and accurate.
B. 
All parcels of land proposed to be dedicated to public use and the conditions of such use.
C. 
Grading, erosion control and landscaping plans.
D. 
The width and location of any roads or public ways and the width, location, grades and road profiles of all roads or public ways proposed by the developer.
E. 
The approximate location and size of all proposed waterlines, hydrants and sewer lines, showing connection to existing lines.
F. 
The drainage plan, indicating profiles of lines or ditches and drainage easements on adjoining properties.
G. 
Plans and cross sections showing sidewalks, road lighting, roadside trees, curbs, water mains, sanitary sewers and storm drains; the character, width and depth of pavements and subbase; and the location of any underground cables.
H. 
Preliminary designs for any bridges or culverts.
I. 
The proposed lot lines with approximate dimensions and area of each lot.
J. 
An actual field survey of the boundary lines of the tract, based on the New York State Plane Coordinate System, giving complete description by bearings and distances, made and certified by a licensed surveyor. The corners of the tract shall also be marked by monuments of such size and type as approved by the Town Engineer shown on the plat.
K. 
A copy of all covenants or deed restrictions intended to cover all or part of the tract.
L. 
Where the preliminary plat submitted covers only a part of the subdivider's entire holding, a sketch of the prospective future road and drainage system of the unsubdivided portion.
M. 
Any additional information as deemed necessary by the Zoning Board of Appeals.

N. 
Any required fees, pursuant to § 210-4 of this chapter.
The following shall be submitted with all applications for approval of a final plat of a major subdivision:
A. 
If the preliminary submission is given final approval by the Zoning Board of Appeals, the subdivider shall submit three original sets of Mylars and three sets of paper prints to the Zoning Board of Appeals for signature by the Chairman of the Zoning Board of Appeals. One original copy of the Mylars will be returned to the subdivider. The map scale shall be one inch to 100 feet, unless otherwise specified by the Zoning Board of Appeals.

B. 
All information specified under § 210-37 of this article, as approved, with or without modification, during preliminary subdivision review.
C. 
The proposed subdivision name and the name of the Town and county; the names and addresses of the record owner and subdivider; and the name, address, license number and seal of the surveyor and/or engineer.
D. 
The road lines and proposed street names, pedestrian ways, lots, easements and areas to be dedicated to public use.
E. 
Data acceptable to the Zoning Board of Appeals to readily determine the location, bearing and length of every road line, lot line and boundary line, sufficient to allow for the reproduction of such lines on the ground.

F. 
The length and bearing of all straight lines, radii, arc lengths and central angles of all curves. Tangent bearings shall be given for each road. All dimensions of the lines of each lot shall also be given. The plat shall show the boundaries of the property, locations, graphic scale and true North point.
G. 
All offers of cession and any covenants governing the maintenance of unneeded open space shall bear the certificate of approval of the Town Attorney as to their legal sufficiency.
H. 
Permanent reference monuments shall be shown and constructed in accordance with Zoning Board of Appeals specifications.

I. 
Approval of the State Health Department of water supply systems proposed or installed; approval of the Onondaga County Department of Environment and Planning and the New York State Department of Environmental Conservation or the New York State Department of Health, as appropriate, for sewage disposal systems proposed or installed.
J. 
An accepted environmental impact statement, if required.
K. 
Construction drawings, including plans, profiles and typical cross sections, as required, showing the proposed location, size and type of roads, sidewalks, road lighting standards, roadside trees, curbs, water mains, sanitary sewer or septic systems, storm drains or ditches, all other pipelines, pavements, subbase and other facilities.
L. 
Evidence of the legal ownership of the property.
M. 
Existing and proposed deed restrictions, in form for recording.
N. 
Any other data, such as certificates, affidavits, endorsements or other agreements as may be required by the Zoning Board of Appeals or the Town Board in connection with dedication issues.

When an application concerns a subdivision of uncomplicated nature as determined by the Zoning Board of Appeals, the Zoning Board of Appeals may waive certain submission requirements specified in this article. The Zoning Board of Appeals may treat a preliminary plat (otherwise satisfying the conditions and requirements of this chapter relating to final plats) as a final plat.
