A. 
Every person convicted of a traffic infraction for a violation of any provision of this chapter which is not a violation of any provision of the Vehicle and Traffic Law of the State of New York shall, for the first conviction thereof, be punished by a fine of not more than $250 or by imprisonment for not more than 15 days; for a second such conviction with 18 months thereafter, such person shall be punished by a fine of not more than $350 or by imprisonment for not more than 45 days; upon a third or subsequent conviction within 18 of the first offense, such person shall be punished by a fine of not more than $500 or by imprisonment for not more than 90 days, or both such fine and imprisonment.

B. 
Time to take effect. This chapter shall take effect from and after April 1, 1968, except those parts, if any, which are subject to approval under § 1684 of the Vehicle and Traffic Law and § 46 of the Highway Law of the State of New York.
C. 
Any part or parts of this chapter which are subject to approval under § 1684 of the Vehicle and Traffic Law of the State of New York shall take effect from and after the day on which approval in writing is received from the New York State Department of Transportation.
