For the purpose of these regulations, certain words and terms used herein are defined as follows:
CONSTRUCTION PLANS
The maps or drawings, described in § 150-31 of these regulations, accompanying a subdivision plat and showing the specific location and design of improvements to be installed in the subdivision.

EASEMENT
Authorization by a property owner for the use by another and for a specified purpose of any designated part of his property.
MONUMENT
A surveyor's concrete marker installed on the right-of-way line as shown on the filed subdivision plat.

OFFICIAL MAP
The map established by the Somers Town Board under § 270 of the Town Law, showing the streets, highways and parks theretofore laid out, adopted and established by law, and any amendments thereto adopted by the Town Board or additions thereto resulting from the approval of subdivision plats by the Planning Board and the subsequent filing of such approved plats.
OFFICIAL SUBMISSION DATE
The date when a subdivision plat and all other information required with a final application for subdivision approval are received by the Secretary of the Planning Board.
PERFORMANCE BOND
A bond as required by § 277 of the Town Law to assure the full and satisfactory completion of all subdivision requirements and improvements as specified in the resolution of the Planning Board approving the subdivision, with surety company or cash surety as determined in each case by the Town Board.
PRELIMINARY PLAT
The preliminary drawing or drawings, described in § 150-26 of these regulations, indicating the proposed manner or layout of the subdivision to be submitted to the Planning Board for its consideration.
PLANNING BOARD
The Planning Board of the Town of Somers.
RESUBDIVISION
Any change in the subdivision plat which is filed in the office of the County Clerk.
ROAD
Includes streets, roadways and highways to designate areas for vehicular travel and shall include private roads.

ROAD INSPECTOR
The independent contractor hired by the Town Board to assist the Town Engineer with field inspections.

SIGHT DISTANCE ACROSS INTERSECTIONS
A straight line with unobstructed view measured in either direction across the corner of an intersection between points each 75 feet back from the theoretical intersection of the edges of the pavement prolonged; one point 3.5 feet above the grade of the pavement edge, the second point one foot above the grade of the pavement edge.
SIGHT DISTANCE ALONG STREETS
A straight line with unobstructed view measured between a point 3.5 feet above the finished grade of a street at the center line of each traffic line and a point at a given minimum distance away from the first point, located one foot above the finished grade at the center line of the same traffic lane.
SKETCH LAYOUT
The preliminary drawing or drawings and related information described in § 150-11 of these regulations.
STANDARD SPECIFICATIONS FOR SUBDIVISION ROAD CONSTRUCTION
The latest standards and specifications adopted by the Town Board for the construction of new subdivision streets and related improvements.[1]
STREET, DEAD-END
A street or a portion of a street with only one vehicular traffic outlet.
STREET, LOCAL
A street intended to serve primarily as an access to abutting residential properties.
STREET, MAJOR
A street which is used primarily as a route for traffic between communities or large areas.
STREET PAVEMENT
The wearing or exposed surface used by vehicular traffic.
STREET RIGHT-OF-WAY WIDTH
The distance between property lines measured at right angles to the center line of the street.
STREET, SECONDARY
A street which serves or is designed to carry traffic from local residential streets to the system of major streets.
SUBDIVIDER
Any person, firm, corporation, partnership or association who shall lay out, for the purpose of sale or development, any subdivision or part thereof as defined herein.
SUBDIVISION
The division of a tract or parcel of land into two or more parts or lots for the purpose, whether immediate or future, of transfer of ownership or building development, and including resubdivision as defined herein.

SUBDIVISION PLAT
The final map or drawing, described in § 150-30 of these regulations, on which the subdivider's plan of subdivision is presented to the Planning Board for approval and which, if approved, may be submitted to the County Clerk for recording.
TOWN BOARD
The Town Board of the Town of Somers.

TOWN COMPREHENSIVE MASTER PLAN
A plan prepared in accordance with § 272-a of the Town Law which identifies the goals, objectives, principles, guidelines, policies, standards, devices and instruments for the immediate and long-range protection, enhancement, growth and development of the Town of Somers, together with any and all amendments thereto.

TOWN ENGINEER
The registered engineer authorized by the Planning Board to make technical field decisions.

WATERSHED
All lands and water within the confines of a drainage divide.

WETLANDS PROTECTION AND DRAINAGE ORDINANCE
The local law of the Town of Somers, New York, effective March 1977, providing for the protection of wetlands, water bodies and watercourses, and all amendments thereto.[2]

ZONING ORDINANCE
The officially adopted Zoning Ordinance of the Town of Somers, together with any and all amendments thereto, as outlined in Chapter 170, Zoning, of the Code of the Town of Somers.
