A special exception use permit may be granted by the Board of Appeals, by the Planning Board or by the Town Board, when specifically authorized by provision of this chapter, for any one or more of the uses provided for in Articles XII through XV, subject to the provisions of Article XVII and any other article or section of this chapter.

Except as provided for in § 170-114F(1)(d) of this chapter or where the requirement for such approval has been specifically waived, all uses permitted under Articles XII through XV shall be subject to the approval of a site plan by the Planning Board as provided in §§ 170-20 and 170-114.
