Each and every plumber, contractor or excavator or other person, firm or corporation will be required to have a license issued by the Clerk of the village before he will be permitted to do any work in the village insofar as this chapter is concerned.
A. 
Each and every plumber, contractor or excavator, individual homeowner, firm or corporation shall obtain a permit for each lateral connection, The fee for this permit shall be $5. It shall include lateral and final inspections by the Sewer Inspector.
B. 
As part of the application for a license to do work in the village, the contractor will present a license bond in the amount of $1,000, written by an indemnity or bonding company lawfully doing business in the State of New York, on a form provided by the Board of Trustees. The limits of indemnity shalt be as follows:
(1) 
Personal injury. $100,000/$300,000.
(2) 
Property damage: $50,000/$50,000.
(3) 
General liability shall include:
(a) 
Underground hazard.
(b) 
Production completion: $50,000.
(c) 
Independent contractors.
(d) 
Premises operations.
C. 
A homeowner may submit a certified check in lieu of a bond or a copy of his homeowner's insurance showing appropriate coverages. Such certified checks shall be made payable to the village and shall be held by the village until all work covered by the permit has been completed to the full satisfaction of the Sewer Inspector.
D. 
A permit shall be issued for one property only.
E. 
Punishment as set forth in § 103-46 will be imposed for performance of work by a contractor without a contractor's license.[1]

F. 
In addition. any homeowner performing his own work shall sign a statement of responsibility for any and all damage to sewer laterals.
A. 
If, in the opinion of the Board of Trustees of the village, the work performed by the contractor within the village violates the provisions of this chapter or any other ordinance or local law of the village or if the contractor's work is, in the opinion of the Board of Trustees, substandard, then, in that event, the Board of Trustees may revoke the license for the contractor to do the work in the village which requires a permit as provided by this chapter.
B. 
In addition, punishment as set forth in § 103-46 will be imposed on any individual covering a lateral connection before inspection by the Sewer Inspector.[1]
