No unauthorized person shall uncover, make any connections with or opening into or use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written permit from the Sewer and Water Superintendent.
A. 
There shall be three classes of building sewer permits: for residential and commercial service; for service to hotels, motels, bungalow colonies and rooming houses; and for establishments producing significant industrial waste.
B. 
Permits will be issued for a duration of five years and will be renewable or extended for durations of five years.
C. 
The terms and conditions of the permit are subject to modification and change by the Town, allowing six months' time for notification and compliance.
D. 
The permit shall not be reassigned or transferred or sold to a new owner, new user, different premises or a new or changed operation.
E. 
An industrial discharge permittee shall apply for a permit modification when either production or process is changed, resulting in the wastewater characteristics of flow being altered. In either case, the owner or his agent shall make an application on a special form furnished by the Town.
F. 
The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the Sewer and Water Superintendent. The conditions of the permit shall be uniformly enforced in accordance with this Part 1 and all other applicable state and federal regulations (pretreatment regulations pursuant to Section 307 of the Clean Water Act, as amended,[1] and the New York State Pretreatment Program, when approved).

G. 
A permit and inspection fee as set by the Town Board for a residential or commercial building sewer permit and for an industrial building sewer permit shall be paid to the Town at the time the application is filed.

All costs and expenses incident to the installation and connection of the building sewer shall be borne by the owner. The owner shall indemnify the Town from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer.
A separate and independent building sewer shall be provided for every property, except that, where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear building through an adjoining alley, court, yard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer.
Old building sewers may be used in connection with new buildings only when they are found, upon examination and test by the Sewer and Water Superintendent, to meet all requirements of this Part 1.

The size, slope, alignment and materials of construction of a building sewer and the methods to be used in excavating, placing of the pipe, jointing, testing and backfilling the trench shall all conform to the requirements of the Building and Plumbing Code or other applicable rules and regulations of the Town. In the absence of code provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of ASTM International and the Water Pollution Control Federation[1] Manual of Practice No. 9 shall apply.

A. 
Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by such building drain shall be lifted by an approved means and discharged to the building sewer.
B. 
Backwater valves.
(1) 
Where required:
(a) 
Fixtures and/or drain inlets subject to backflow and flooding from blocked or restricted public sewers shall be protected by a backwater valve.
(b) 
Such situations include those where the flood level rim of fixtures and/or drain inlets are below the overflow level of the first upstream manhole in the public sewer that will overflow due to a blockage or flow restriction in the public sewer.
(c) 
Any sanitary fixture installed in a building at an elevation lower than the curb or street, whichever is higher, must include backflow prevention to eliminate potential flooding of the premises with sewage.
(d) 
Backwater valves shall be installed at the property owner's expenses on all sewer laterals when such valves are required for that location.
(e) 
Any property in the Town of Thompson which requires the installation of backwater valves but was constructed prior to passage of this requirement shall have a period of not more than 12 months to complete said installation of approved backwater valves pursuant to this section.
(2) 
Material standard and accessibility. Backwater valves shall conform to ASME A112.14.1 and be installed so that their internal working parts are accessible for periodic cleaning, repair or replacement.
No person shall make connection of roof downspouts, exterior foundation drains, areaway drains or other sources of surface runoff or groundwater to a building sewer or building drain which in turn is connected, directly or indirectly, to a public sanitary sewer.

The connection of the building sewer into the public sewer shall conform to the requirements of the Building and Plumbing Code or other applicable rules and regulations of the Town or the procedures set forth in appropriate specifications of ASTM International and the Water Pollution Control Federation Manual[1] of Practice No. 9. All such connections shall be made gastight and watertight. Any deviation from the prescribed procedures and materials must be approved by the Sewer and Water Superintendent before installation.

The applicant for the building sewer permit shall notify the Sewer and Water Superintendent when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the Sewer and Water Superintendent or his representative.
A. 
All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazard.
B. 
Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the Town.
