A. No person shall ride, drive or lead any horse, team,
cow or other animal except dogs upon any sidewalk, or draw or push
anything containing swill, rubbish, offal or other foul matter upon
any sidewalk.
B. No person shall ride any bicycle upon any sidewalk.
C. No person shall slide upon any sidewalk on any sleigh,
sled, board or other contrivance.
D. No owner or occupant of land or premises adjoining
a sidewalk shall permit any snow or ice to remain upon such walk longer
than 24 hours after the same shall have fallen or accumulated thereon.
E. No person shall erect a wooden awning upon or over
any sidewalk or street or construct any awning which shall not be
at all times, at the lowest point, at least 10 feet above the sidewalk.
F. No person shall construct any sidewalk, except under
the supervision and in accordance with the direction of a properly
designated Village official.
All previously constructed sidewalks are to
be maintained by property owners adjacent to such sidewalks; all sidewalks
disrupted by or due to laying of Village water and sewer taps or laterals
shall be put in place and maintained by the Village until such sidewalk
be level with adjacent walks. The Village Board may after service
of notice cause new sidewalks to be constructed or repaired wholly
at the expense of owners thereof, that all walks to made to correspond
with those already laid on said streets; that all new walks shall
be not less than four feet in width, and upon the grade established
by the Board of Trustees. Said new walks are hereby requested to be
constructed within 30 days, and said repairs are hereby required to
be made within 30 days after service of notice by the Village Board
upon such owner, and in case any owner hereinafter named shall neglect
or refuse to construct or repair said sidewalk within the time above
named, the Board of Trustees will cause the same to be so constructed
or repaired and assess the expense thereof upon the adjoining land.
No person shall permit snow or ice to accumulate
upon a building adjacent to any street or sidewalk, and no person
shall permit snow, ice and water to fall from such building upon any
street or sidewalk.
No person shall in any way obstruct, encumber,
occupy or consent to aid or abet the obstruction, encumbrance or occupation
of any street, lane, alley, sidewalk or public grounds except so far
as the same shall be necessary for the erection or repair of a building,
or the grading or improvement of a lot and only so long as shall be
necessary thereof, for the loading and unloading of vehicles and the
removal of their contents; provided always that a passageway shall
at all times be kept clear for travelers and pedestrians, and provided
also that all such obstructions shall be carefully and properly guarded
and lighted at all times during the night. No person shall otherwise
store or keep any property on any street at night except by permission
from the Board of Trustees with such safeguards as they deem necessary.
No person or corporation shall dig or cause
to be dug into, through or across any street, alley, sidewalk or public
grounds any trench, ditch or other opening, for any purpose, without
the consent of the Board of Trustees. All such ditches or trenches
or other openings shall at all times be carefully and properly guarded
and lighted at night.
No person shall post or hang any handbill, notice
or placard upon any post, telephone pole, tree, fence, bridge or other
object in the streets, alleys or public grounds, except upon billboards
authorized and located by the Board of Trustees.

Any person, firm or corporation who shall violate
any of the provisions of this article shall, upon conviction, be punishable
by a fine of not more than $250 or imprisonment for not more than
15 days, or both. Each day of continuance of an offense shall be considered
a separate offense.

If the provisions of §
191-1 are not complied with, the Village Clerk or Code Enforcement Official may serve written notice upon the property owner, tenant, lessee or occupant, or any person having the care or control of any such lot, land or place, to comply with the provisions of this article. If the person upon whom the notice is served fails, neglects or refuses to comply with the provisions of the notice within five days after receipt thereof, the Village Clerk or Code Enforcement Official may cause such conditions described in §
191-7 to be removed or such nuisances to be suppressed. A report of the work done shall be filed in the office of the Village Clerk.

A. Fees and
administrative inspection fees for snow and/or ice removal, sidewalk
clearing and any other work that is determined to be necessary by
the Board shall be as set forth, from time to time, by resolution
of the Board of Trustees.
B. The actual
cost of the work done on behalf of the Village or the charge established
by resolution of the Village Board, plus an administrative inspection
fee of 5% or such other amount as may be determined from time to time
by resolution of the Village Board, together with any other costs
incurred by the Village in connection with the performance of such
work, shall be billed to the property owner.
C. If the
above fees and costs are not paid to the Village within 30 days, they
shall thereafter be certified to the Assessor and placed as a lien
upon the subject property and shall be added to and become and form
a part of the taxes next to be assessed and levied upon such lot or
land, and shall bear interest at the same rate as taxes and shall
be collected and enforced by the same officer and in the same manner
as taxes.
D. In addition,
the Board of Trustees may maintain an action or proceeding in the
name of the Village in a court of competent jurisdiction to compel
compliance with or to restrain by injunction the violation of this
chapter.
