The position of parking enforcement person is hereby created.
Parking enforcement persons shall be selected from person(s) over the age of 21 years, who are physically fit and possess the necessary administrative and human skills to effectively serve. Borough Council shall authorize the number of parking enforcement person(s) to be employed, and such person(s) shall serve at the pleasure of Borough Council.
The duties of a parking enforcement person shall be to assist in the operation and enforcement of all parking ordinances in the Borough of Jenkintown. Upon observance or detection of parking ordinance violations, the parking enforcement person shall give notice of violation to the offending drivers/owners by handing a copy of the violation notice to the driver/owner of said vehicle or affixing said violation notice to the vehicle in question. Said violation notice shall be in the form of a ticket on which the time, place and nature of the offense shall be noted.
Borough Council shall set the compensation and other benefits of employment. All parking enforcement person(s) shall adhere to the rules and regulations of the nonuniform handbook of the Borough of Jenkintown.
The parking enforcement person(s) shall be under the direct supervision of the Chief of Police, who shall be responsible for setting the hours and days to be worked by such person. The Chief of Police shall have the right to take any appropriate personnel action, as stated in the nonuniform handbook.
Parking enforcement personnel may be regular part-time, part-time, regular, seasonal or temporary and shall not be covered by any civil service regulations or provisions. The parking enforcement person(s) shall be paid on an hourly basis.
The Chief of Police shall prescribe the uniforms, badges and/or other signs of employment to be worn while on duty as parking enforcement person(s).
The Chief of Police shall have the right to assign the parking enforcement person(s) to other duties from time to time. Duties may include, but shall not be limited to, special details, school crossing assignments, parking meter maintenance and collection, regulatory sign inspection and inventory.
