A system of organization, rules and regulations governing the
Jenkintown Borough Auxiliary Police is hereby promulgated in accordance
with the Jenkintown Borough Code (Ordinance No. 2011-12), pursuant
to Section 1121 of the Pennsylvania Borough Code, 53 P.S. § 46121,
and the Auxiliary Police Law, 53 P.S. §§ 731 to 736,
and shall be titled "Auxiliary Police Code of Organization, Rules
and Regulations."
The Auxiliary Police Code of Organization, Rules and Regulations
shall be referred to as the "Code."
The Auxiliary Police shall assist the regular police force in
any emergency or activity deemed necessary as called upon by the Mayor.
The primary duty of the unit is traffic control at parades, fire ground,
automobile accidents and special details. The Auxiliary Police shall
receive assignments and duties from the Chief of Police or from his
designated subordinates. Auxiliary Police are directly responsible
to the Chief of Police.
Applicants must be residents of Jenkintown Borough or surrounding
communities. They must have attained 21 years of age prior to their
first meeting. Applicants must complete a personnel application form,
which will be submitted to the Police Department for review and investigation
and approval by the Chief of Police. Prospective members are required
to attend three training meetings before being issued a uniform. After
attending three meetings, a new member will be on probation for a
period of six months.
The Jenkintown Borough Auxiliary Police shall consist of not
more than 10 members.
All new members of the Auxiliary Police shall be sworn in by
the Mayor of Jenkintown Borough at a time set by the Chief of Police.
Uniforms and equipment shall be supplied by the Jenkintown Police
Department and shall remain the property of the Borough. Uniforms
and equipment shall only be worn or displayed while on duty. No unauthorized
uniforms, accessories or equipment shall be worn or displayed. Uniforms
must be worn in full when on duty. When an individual ceases to be
a member, all issued uniforms and equipment shall be promptly returned
to the Jenkintown Police Department.
Auxiliary police officers shall:
A. Be responsible for the efficient performance of their duties in conformity
with the policies and procedures of the Auxiliary Police Unit and
the regular Police Department and the Police Code of Conduct.
B. Exercise authority consistent with obligations imposed by the oath
of office and be accountable to their superiors, promptly obeying
all legitimate orders.
C. Coordinate their efforts with those of other members of the Auxiliary
Police and the regular Police Department so that their teamwork may
ensure continuity of purpose and maximum achievement of service program
objectives.
D. Communicate to their superiors and to their coworkers all information
they may obtain which is pertinent to the achievement of service program
objectives.
E. Conduct themselves in accordance with high ethical standards both
on and off duty.
F. Report for duty at specified time, physically fit, neatly and properly
groomed with prescribed equipment and, if so ordered, report to their
supervisor at the conclusion of their tour of duty.
G. Make all reports in conformity with the procedure for their accurate
and complete preparation.
H. Exert every effort to satisfy the needs of citizens requesting service,
assistance or information in a courteous manner.
I. When directing the movement of vehicular traffic, take a conspicuous
and safe position, making signals clear and positive.
Auxiliary Police shall report to a Police supervisor to receive
assignments when responding in emergency situations. Auxiliary Police
will report for assigned special details at the predetermined time
and will receive orders from the Regular Police. Auxiliary Police
shall remain at the assigned post until reassigned or relieved.
Walkie-talkie radios will be made available to the Auxiliary
Police when deemed necessary. Radios must be logged in and out with
the on-duty patrol sergeant. Auxiliary Police will use "plain speak"
language in conformity with Police Department radio procedure during
all radio transmissions. Calls must pertain to official business only.
Profanity is illegal and forbidden.
Auxiliary Police shall not use emergency warning devices of
any kind (such as flashing lights or sirens) on their private vehicles,
either moving or parked. Only the lights which came with the vehicle,
such as four-way flashers, may be used while parked at the curb, and
they may not be used for the purpose of gaining right-of-way while
in motion. Further, Auxiliary Police are not to use their vehicles
to block intersections to divert traffic, etc. If the situation warrants
a vehicle blocking an intersection, a police car or other emergency
vehicle will be placed at the location.
All members of the Auxiliary Police are required to have a current
and valid American Red Cross First Aid and CPR card. A member who
does not have such a card must attend the first available local training
course following approval of membership. Members whose cards expire
must take a refresher course at the earliest opportunity. First aid/CPR
may not be rendered by an Auxiliary Police Officer who does not possess
a current and valid first aid and CPR card.
A. No member of the Auxiliary Police shall directly or indirectly accept
any gift, favor, service or other consideration for services rendered.
B. The funds of the Auxiliary Police shall be audited annually by the
Borough's Director of Fiscal Affairs and the reports of such
audits submitted to the Borough Manager and Chief of Police.
All donations to the Auxiliary Police Unit shall be placed in
the Borough's Auxiliary Police Fund to be used for the good of
the association and acknowledged by Chief of Police, to be forwarded
to the Borough Manager for deposit according to proper procedure.
The following reasons are cause for suspension and/or removal
from the Auxiliary Police:
A. Physical or mental disability affecting the ability to continue in
active service;
B. Neglect or violation of official duties;
C. Violation of any law of the commonwealth which provides that such
a violation constitutes a misdemeanor or felony;
D. Inefficiency, neglect of duty, intemperance, disobedience of orders
or conduct unbecoming an officer; and
E. Intoxication while on duty.
Auxiliary Police Officers are volunteers and shall not be considered
employees of Jenkintown Borough. Civil service regulations, therefore,
shall not be applicable to Auxiliary Police Officers.
