The dumping of any matter or any refuse, building material, garbage, trash or any material whatsoever is hereby prohibited on Borough-owned or -leased property unless approved by the Superintendent of Public Works of the Borough of Oaklyn.

A. 
Any person or corporation desiring to dump any material whatsoever upon Borough-owned or -leased property shall make application to the Borough Clerk for permission to so dump. Said permission may only be granted in writing by the Superintendent of Public Works of the Borough of Oaklyn after inspection of the material proposed to be dumped.
B. 
Said permission may be revoked at any time by the Superintendent.

Any person violating any of the terms of this chapter shall, upon conviction, be subject to a fine not to exceed $500 or imprisonment for a term not to exceed 90 days, or both.
