It shall be the duty of every owner, tenant,
lessee or occupant of every building within the corporate limits of
the Borough of Oaklyn to provide or cause to be provided and to keep
on the premises at all times suitable metallic, watertight, closely
covered receptacles for receiving and holding only the garbage and
other animal and vegetable refuse that may accumulate or be collected
in said building.
It shall be unlawful for any person or persons
other than the person or persons designated by and/or bound under
contract to the Borough of Oaklyn to gather and remove or attempt
to remove any garbage or other animal and vegetable refuse within
the corporate limits of the Borough of Oaklyn.

A. Every contractor and any employee or employees of the contractor
or contractors and every other person authorized by the Borough Council
of the Borough of Oaklyn to collect garbage and other animal and vegetable
refuse, in collecting the same from the streets, highways, alleys
or from any house, lot or building in the Borough of Oaklyn, shall
deposit the same in a watertight covered wagon, box, tank or receptacle.
B. No owner, tenant, lessee or occupant of any residential, commercial
or industrial building in the Borough of Oaklyn shall bring trash,
garbage, vegetable or animal waste, construction debris or any other
material classified as solid waste for collection from other locations
outside the Borough of Oaklyn.
No person engaged in the collection of garbage
and other animal and vegetable refuse as aforesaid shall obtain the
same except by means of the sidewalks, paths and other means of access.
No person shall trespass upon the lawn or damage any property of the
owner and occupant of any house, residence or building in said Borough
of Oaklyn.
Any person violating or failing to comply with
any of the provisions of this article shall, upon conviction thereof,
be punishable by a fine of not more than $1,000 or by imprisonment
for a term not to exceed 90 days, or both. The continuation of such
violation for each successive day shall constitute a separate offense,
and the person or persons allowing or permitting the continuation
of the violation may be punished as provided above for each separate
offense.
