The salaries and compensation of all officers
and employees of the Borough of Palmyra shall be as set forth in the
Annual Salary Ordinance. A copy of the current Salary Ordinance shall
be kept on file by the Borough Clerk for the examination and inspection
of the public.
Immediately after the adoption of this chapter and at the first meeting of the Borough Council in January of each year, there shall be approved an account to be designated as "Borough of Palmyra Payroll Account." From time to time the Borough Collector-Treasurer, upon receipt of a warrant for the amount due such payroll account, shall deposit the same to the credit of said account, charging the appropriate budgetary accounts therewith, and shall draw checks on said account to the order of the officers and employees entitled to payment therefrom. All compensation provided for herein shall be paid from said payroll account, except the compensation of the Borough Attorney provided for in §
52-1 hereof, which shall be paid by checks drawn upon the general account upon receipt of proper bills therefor, and the proper budgetary accounts shall be charged therewith.
The Borough Collector-Treasurer shall present
monthly to Borough Council for approval warrants drawn to the order
of said payroll account as follows:
A. In advance for all officers and employees whose compensation
is on an annual or weekly basis when such compensation is due and
payable prior to the next regular meeting of Borough Council.
B. In advance for all employees whose compensation is
on an hourly or daily basis when the compensation has been approved
by the chairman of the appropriate committee and has been certified
to the Borough Collector-Treasurer.
The Borough Collector-Treasurer shall draw checks
on said payroll account in payment of compensation of temporary employees
and in payment of extra compensation for regular employees, employed
on an hourly or daily basis, although not authorized in advance at
a meeting of the Borough Council, but only when such compensation
has been approved by the chairman of the appropriate committee of
Borough Council. All such payments shall be included in a payroll
to be submitted for ratification at the next regular meeting of Borough
Council.
At each regular meeting of the Borough Council,
the Borough Collector-Treasurer shall submit for approval or ratification,
as the case may be, the necessary payrolls for the several officers
and employees, and the Borough Council shall consider said payrolls
and approve the same if found to be correct. It shall be the duty
of the Borough Collector-Treasurer to correct all errors in the payrolls
and make necessary adjustments therein, and he shall see that appropriate
record is made thereof.

All regular full-time employees of the Highway
Department and sewage treatment plant and trash collection employees
shall receive time and a half for authorized hours of work in excess
of the regular scheduled workweek of 44 hours for highway and trash
collection employees and 44 hours for the sewage treatment plant employees.
This shall take effect upon passage of this section.

The following shall be considered holidays with
pay for all full-time employees: New Year's Day, Martin Luther King's
Birthday, Presidents' Day, Good Friday, Memorial Day, Independence
Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, day
after Thanksgiving, Christmas Eve (1/2 day), Christmas Day, New Year's
Eve (1/2 day). Friday shall be considered a holiday with pay when
any of the aforesaid holidays falls on a Saturday. Monday shall be
considered a holiday with pay when any of the aforesaid holidays falls
on a Sunday. Any employee who works on a holiday shall receive a day's
pay therefor as an extra day worked.
