There is hereby created within the Borough of
Park Ridge an agency to be known as the "Housing Task Force" as a
means and method to coordinate oversight enforcement of residential
and rental licensing property in the Borough.
The purpose of the Housing Task Force shall
be to facilitate the regulation and registration of rental housing
units within the Borough of Park Ridge.
The Task Force will be responsible for determining
compliance with the Park Ridge ordinances. In assessing such units,
the Task Force shall review appropriate documentation and make a determination
based upon the following criteria:
A. Appropriately signed CO or CCO.
B. Appropriate zoning resolution if required.
D. Tax Department files (dating back to appropriate Zoning
Code change).
In achieving its purpose, the Housing Task Force
shall have the following powers, duties and responsibilities:
A. The Task Force shall meet at a minimum once every
60 days to coordinate common complaints and observations, review progress
on concerns and establish appropriate chains of action to effectuate
corrections;
B. To make recommendations from time to time to the Mayor
and Council relative to ordinance amendments or other matters pertinent
to its charge;
C. To arrange for a mechanism for the sharing of any
information relative to housing units within the Borough of Park Ridge
between and among all of the member agencies, except as and where
limited by applicable law;
D. To report observed violations of the applicable codes
and regulations to the agency having the power of enforcement over
same with appropriate memos and documentation and to assist in such
prosecutions through the production of testimony or evidence as needed;
and
E. To conduct inspections as required by Borough ordinances
for determination of compliance. Inspections may be done by an employee
designated by the Mayor and Council, but shall be from one of the
agencies which are members of the Housing Task Force.
