Editor's Note: This chapter supersedes former Ch. 33, Senior Citizens Housing Committee, adopted 5-9-1977 by Ord. No. 77-9. Said ordinance provided that appointments to the Senior Citizen Housing Committee run until 1-31-1979, at which time the Mayor and Council should determine the need to continue said Committee.
The Mayor, with the advice and consent of the Borough Council, shall appoint the members of the Senior Citizens Advisory Committee, one of whom shall be designated temporary presiding officer. Said committee shall consist of no more than seven persons, all of whom shall be residents of the Borough of Park Ridge. All appointments shall run until December 31 of each year. Vacancies shall be filled in the same manner as an original appointment. Members of the Senior Citizens Advisory Committee shall receive no compensation for their services.
A. 
The Senior Citizens Advisory Committee shall have the following powers and duties:
(1) 
To study the needs of the senior citizens of the Borough of Park Ridge and to advise said citizens of the available goods and services to meet their needs.
(2) 
To conduct investigations and surveys of the housing needs of senior citizens in the Borough of Park Ridge.
(3) 
To interview, negotiate with and screen any and all individuals or firms necessary to meet the goals of the Committee, subject, however, to the consent and prior approval of the governing body with respect to the hiring or payment of any individual or firm so interviewed, negotiated with or screened.
B. 
Committee conduct shall be on a strictly nonpartisan, nonsectarian basis.
C. 
The Committee shall have no decisionmaking power unless so granted by the Mayor and Council.
The Senior Citizens Advisory Committee shall keep records of its meetings and activities and shall make and submit the same to the Mayor and Council at least annually on or about the first day of December of each year, or as requested by the governing body.
The Senior Citizens Advisory Committee is authorized and directed to adopt bylaws concerning its procedural operation and to select its officers, which shall consist of a Chairman as presiding officer, a Vice Chairman and a Secretary as well as any other officers which may be established by the bylaws hereinafter to be adopted by the Committee.
The Mayor and Council of the Borough of Park Ridge may, at its discretion, remove any member of the Committee for failure to attend three consecutive meetings of the Committee.
The Mayor and Council of the Borough of Park Ridge may, by resolution, fix, determine and appropriate sums sufficient for the expenses of said Senior Citizens Advisory Committee.
