In all buildings occupied as a residence by
two or more families, and when the owner or lessor thereof shall have
agreed to supply refrigeration facilities, he shall be and is hereby
required to supply and maintain such refrigeration facilities at all
times and in such manner as may be necessary for the proper and wholesome
preservation of foodstuffs.
