It is hereby established in Pemberton Township a Veterans Advisory
Committee, which shall consist of four members to be appointed by
the Township Council, one from each of the veterans' organizations
in Pemberton Township, which include the following: American Legion
Post 294, Disabled American Veterans Chapter 27, the Veterans of Foreign
Wars Post 6805 and the Veterans of Foreign Wars Post 10065. Each of
the four members must be representatives of, and maintain active membership
in, his or her respective veterans' organization throughout the duration
of his or her appointment to the Veterans Advisory Committee. The
Township Council shall appoint an alternate member from each veterans'
organization to attend Veterans Advisory Committee meetings in the
absence of a representative member. The alternate will only have voting
power if the appointed representative is unable to attend. In addition,
there shall be at-large members appointed; two members shall be appointed
by the Pemberton Township Council and one member appointed by the
Mayor of Pemberton Township. The members appointed by the Mayor and
Council as at-large members as outlined above are not required to
be past or present members of the veterans' organizations listed before.
However, all members of the Veterans Advisory Committee shall either
be a resident of Pemberton Township or an active member of one of
the Township's veterans' organizations.
The Committee shall have the following responsibilities
and duties:
A. The Committee shall advise the Mayor and Council on
all matters relating to the veterans and their families (including
widows and/or widowers of veterans and their surviving dependents)
on all matters of importance affecting these veterans, including,
but not limited to, pending legislation, support services and other
matters affecting veterans.
B. The Committee shall coordinate the planning for special
veterans activities, including, but not limited to, parades and related
ceremonies for Memorial and Veterans Day, special commemorative ceremonies
honoring individuals or groups of veterans and other related activities.
C. The Committee shall act as a liaison between the veterans
and the elected officials of Pemberton Township.
D. The Veterans Committee shall also have such other
duties and responsibilities as may be requested by the Township Council.

All members of the Veterans Advisory Committee shall be appointed
for three-year staggered terms. After four continuous absences from
a Committee meeting, such member shall be removed unless he or she
has received advanced permission to be excused by the Committee Chair.
Vacancies in the membership shall be filled promptly by the official
responsible for the particular appointment that has been vacated.
All members of the Veterans Advisory Committee
shall serve without compensation.
The Veterans Advisory Committee shall not be
appropriated funding in the annual budget of Pemberton Township. However,
the Veterans Advisory Committee shall be authorized to receive appropriations
from groups and individuals who desire to sponsor and maintain necessary
programs and services for the veterans and their families of Pemberton
Township. The Veterans Committee shall provide an annual accounting
to the Township Council of these appropriations, donations and use
of those funds.
The Veterans Advisory Committee shall be required
to submit an annual report to the Township Council describing its
activities, programs and expenditures conducted during the previous
year, as well as its plans and proposals for the upcoming year. This
annual report shall be submitted by February l each year for the previous
calendar year.
