This chapter shall be known as the "River Vale Administrative Code."
For the purpose of this chapter and in the interpretation and application of all other ordinances pertaining hereto, except as the context may otherwise require, the following terms shall have the meanings indicated:
ADMINISTRATOR
The Business Administrator appointed pursuant to the Charter and this Code or any Deputy or Acting Administrator temporarily serving in place of the Business Administrator.
CHARTER
Mayor-Council Plan E of the Optional Municipal Charter Law, hereinafter "OMCL," and all applicable provisions of the general law.[1]
CLERK or TOWNSHIP CLERK
The Municipal Clerk appointed by the Council.
COUNCIL
The governing body of the Township exercising the legislative power of the municipality as set forth in the Charter.
DEPARTMENT
The basic organizational unit of the Township government established as such pursuant to this Administrative Code.
DIRECTOR
The administrative head of a department.
MAYOR
The chief executive officer of the Township exercising the executive powers of the municipality as set forth in the Charter.
MONTH
A calendar month, unless otherwise specifically provided.
RESOLUTION
An action expressing the sense or will of the Council on a matter of special or temporary interest, which shall be written and may be adopted at the meeting at which it is introduced, without publication or public hearing.
TOWNSHIP
The Township of River Vale.
YEAR
A calendar year, unless otherwise specifically provided.

Editor's Note: The Mayor-Council Plan E form of government, under N.J.S.A. 40:69A-68 et seq., was repealed by L. 1981, c. 465. N.J.S.A. 40:69A-208.1 allows municipalities which adopted the Mayor-Council Plan E form of government prior to January 9, 1982, to continue to be governed by the plan.
For the purpose of this Administrative Code and any other ordinances or resolutions heretofore or hereafter adopted, except as the context may otherwise require:
A. 
The present tense includes the past and future tenses, and the future includes the present.
B. 
The masculine gender includes the feminine and neuter.
C. 
The singular number includes the plural, and the plural includes the singular.
D. 
"Shall" is mandatory, and "may" is permissive.
E. 
The time within which an act is to be done shall be computed by excluding the first and including the last day, and if the last day is Saturday, Sunday or a legal holiday, that day shall be excluded.
F. 
"Writing" and "written" mean any visual mode of reproducing words or numbers on paper or similar material that is in general use.
A. 
It is the intent of Council in enacting this Administrative Code to exercise fully the powers delegated by the Charter to organize and regulate the Township's internal affairs, and the provisions of this code shall be construed liberally to that end.
B. 
This Administrative Code shall be interpreted and administered so as to maintain the separation of legislative and administrative powers as provided in the Charter.
