A. 
The administrative branch shall consist of the Office of the Mayor, the Department of Administration and Finance under his direction and control, designated independent of quasi-independent agencies and advisory boards and commissions. The departments and offices subject to mayoral direction shall be the Department of Administration and Finance, the Department of Police, the Department of Public Works, the Department of Law, the Department of Engineering, the Department of Athletics and the Department of Social and Cultural Affairs.

B. 
The independent, quasi-independent and advisory agencies shall be:
(1) 
The Board of Library Trustees.
(2) 
The Youth Guidance Council.
(3) 
The Shade Tree Commission.
(4) 
The Local Assistance Board.
(5) 
The Planning Board.
(6) 
The Zoning Board of Adjustment.
C. 
The above-recited independent, quasi-independent and advisory agencies shall be continued in accordance with appropriate law and ordinance.
D. 
All committees, unless otherwise provided for, shall be appointed by the Mayor with the advice and consent of Council, but this provision shall not be deemed to preclude either the Mayor or Council from separately appointing their own committees.

The Mayor may approve the organization and reorganization of departments, offices and agencies on recommendation of the head thereof and subject to available appropriations, provided that any plan calling for changes in the number of departments, divisions or in personnel strength or the classification and pay of employees shall be submitted to Council at least 14 days prior to a regular meeting. Council may, by way of resolution at the next regular meeting, approve or reject the plan or return it for revision. Failure by Council to act at that meeting shall constitute approval, and the plan may then be adopted at once.
A. 
Appointment, term and compensation. The Mayor shall appoint the Directors of all departments, with advice and consent of Council, to serve during his term and until appointment and qualification of his successor. Their compensation shall be as provided in the annual Salary Ordinance.
B. 
Removal. In accordance with the authority set forth in Section 43(c) of the OMCL, the Mayor may remove the Directors, subject to disapproval by Council.
C. 
Powers and duties. The Director:
(1) 
Shall appoint subordinate officers and employees within his department and may, with the approval of the Mayor, remove such officers and employees.
(2) 
Shall plan and supervise the work of the department.
(3) 
Shall assign and may modify the functions and duties of subordinates.
(4) 
May delegate to subordinate employees in writing such supervisory powers as he may deem necessary for efficient administration.
(5) 
Shall report at least monthly to the Mayor and Council on the work of his department in such form as the Business Administrator, the Mayor and Council shall specify.
(6) 
Shall authorize all purchase requisitions or provide for their authorization and shall certify the correctness and propriety of all payrolls and vouchers or provide the certification.
(7) 
Shall perform such other duties as may be assigned by the Mayor, Business Administrator or Council.
Each department, office and agency shall have such employees as Council may authorize. Employees shall be appointed and may be removed pursuant to Charter and Township personnel rules and shall be paid in accordance with the annual Salary Ordinance.
