The Department of Administration and Finance
shall be headed by the Business Administrator who shall administer
and supervise all Township administrative functions and enforce all
Township policies.
The Department of Administration and Finance
shall have the following functions:
A. Central services, including budget, purchasing and
personnel.
B. Treasury and collections. The Treasurer is hereby
designated Chief Financial Officer and shall be appointed and certified
in accordance with state statute and regulation. The Chief Financial
Officer may also serve as Tax Collector, with proper certification,
or there shall be a separate certified Tax Collector.

D. Health, vital statistics and Advisory Health Board.
E. Local assistance and Local Assistance Board, to be
established in accordance with general law and ordinance.
F. Code enforcement.

(1) There shall be a Zoning Officer, who shall be appointed
by the Mayor, to serve a one-year term. This official shall have the
following duties and responsibilities:
(a)
Review all building permit and change of use
applications submitted to the Construction Code Official for compliance
with Township zoning and issue denials when not in compliance.
(b)
Enforcement of the Property Maintenance Code (Chapter
181).
(c)
Consultation with residents requesting information
on zoning regulations and functions of the Planning Board and Zoning
Board of Adjustment.
(2) The Zoning Officer shall have the right to enter any
building or promises, pursuant to law, during reasonable daytime hours
in the course of his duties. He shall have full enforcement powers
of any and all zoning regulations, including the authority to issue
summonses, pursuant to the Code, returnable in the Municipal Court.
(3) The Zoning Officer shall receive such salary as set
by the Township Council and shall have such work hours as determined
by the Business Administrator. His office shall be part of the Construction
Code Official's office.
(4) Those sections of the Property Maintenance Code and
the Zoning Code which provide for enforcement are hereby amended to
show the Zoning Officer as enforcement officer.
The division shall be organized pursuant to plan approved as provided in Article
III, §
3-10.
