Advisory Health Board — See Ch. 3, § 3-15D.
Pursuant to Chapter 349, Laws of 1953 (N.J.S.A. 26:3-9 et seq.), as supplemented and amended, and other applicable statutes, there is hereby created a Board of Health in the Township of River Vale.[1]

A. 
Within the Division of Health Services, there shall be an Advisory Health Board, which shall be composed of no fewer than five and no more than seven members appointed by the Mayor. The members shall serve for staggered terms of four years from the date of their appointment, except that, at the time of their appointment, two shall be appointed for a term of one year, two for a term of two years, two for a term of three years and one for a term of four years. All members shall serve without compensation.

B. 
The Advisory Health Board, within the limitations of available appropriations, shall:
(1) 
Make recommendations to the Health Officer and Mayor concerning or relating to the operation and administration of the Division of Health Services.
(2) 
Make recommendations to the Council concerning or touching upon matters of policy or ordinance affecting the Division of Health Services.
The Board shall reorganize during the first week of January in each year, and shall have power to appoint, on an annual basis, a sanitary inspector, health officer or other official having similar duties, a plumbing inspector, a secretary, and such other employees as it may deem necessary and to fix the duties and compensation of such appointees, within the limits of such amount as may be made available for the purpose in the annual budget. This chapter shall take effect July 15, 1963, but appointments to the Board may be made immediately after final passage and publication as required by law.
Said Board shall hereafter possess and enjoy all of the power and authority conferred by law upon local health boards and be responsible for the enforcement of said laws and local ordinances relating to the public health, heretofore or hereafter adopted.
