Snow; parking prohibited. Whenever in the opinion
of the Director of Public Works and/or his designee or the Chief of
Police and/or his designee, snowfall is imminent or has fallen and
the accumulation is such that it covers the street, no person shall
park any vehicle and no owner of any vehicle shall permit it to remain
parked on any street within the Township of River Vale or any Township-owned
parking lot. This parking prohibition shall remain in effect during
the snowfall and after the snowfall has ceased until the streets have
been plowed or otherwise cleared to the extent that a clear and unobstructed
width of not less than 15 feet upon the roadway opposite a parked
vehicle is left free for the passage of other vehicles thereon. Notice
shall be posted at all Township entrances.
Emergency; no parking. Whenever the Chief of Police
and/or his designee shall determine that the parking of vehicles upon
Township streets or portions thereof shall be a hazard to the public
safety, he/she shall have the authority to post “Emergency No
Parking” signs to prohibit such parking until the hazardous
condition is alleviated. Hazardous conditions shall include, but are
not limited to, roadway excavations, repaving, utility work, parades,
civic events, sporting events, fires, law enforcement investigations
and disasters. The posting of “Emergency No Parking” signs
shall be accomplished so as to provide prior notice to the public
whenever possible.
Any unoccupied vehicle parked in violation of § 81-41 shall be deemed a nuisance to the safe and proper regulation of traffic, and any police officer may provide for the removal of such vehicle.
The owner of the vehicle shall pay the reasonable
cost of the removal and storage which may result from such removal
before regaining possession of the vehicle. Prompt notice of such
removal shall be given to the owner of the vehicle.
