A. 
Pursuant to the provisions of N.J.S.A. 40:55D-10.1, an applicant for concept plan review shall not be required to submit any fees for such an informal review.
B. 
The action taken by the Joint Planning Board on an application for review of a concept plan shall be informal.
C. 
All applications for an informal review of a concept plan shall be by letter filed in the office of the Joint Planning Board not less than 15 days prior to the meeting at which the applicant seeks review and discussion of the plan.
D. 
The Joint Planning Board is additionally empowered to make such rules, regulations and bylaws as shall govern on concept plan review and in respect of minor site plan applications as defined in the Municipal Land Use Law, N.J.S.A. 40:55D-5, provided that no application shall be deemed a minor site plan application if a public hearing and notice are required under the terms of this Part 6.
