No new building shall hereafter be erected, and no existing building shall hereafter be altered to increase its floor area, unless and until off-street parking facilities as hereinafter set forth shall be provided for the storage or parking of passenger motor vehicles for the use of occupants, employees or patrons of buildings erected.
All parking spaces shall conform to the requirements of § 142-272 and shall have sufficient depth and aisle space for ease of entry and exit. Unobstructed access shall consist of at least one lane not less than 10 feet wide for parking areas for less than 10 spaces and at least two lanes not less than 10 feet wide for parking areas for 10 spaces or more. No access to a lot in a C Commercial District or D Light Industry District shall be located within a residence district.
All parking spaces provided pursuant to this Part 9 shall be on the same lot with the building, except that the Joint Planning Board may permit the parking spaces to be on a lot within 500 feet of the building, if it determines that it is impractical to provide parking on the same lot with the building, and provided that the lot to be used for parking is in the same ownership and zone as that of the building.
All parking spaces, areas and driveways shall be properly drained and shall be paved with bituminous concrete, asphalt, concrete or other approved permanent hard-surface material, and all parking spaces shall be lined and designated on said pavement, except for parking spaces accessory to a single-family residence.

As used in this article, the following terms shall have the meanings indicated:
PARKING SPACE
An open or enclosed, paved or surfaced space which is accessible and available at all hours when the building to which it may be accessory is in use, for the parking of one passenger car. Spaces at an angle to the drive from 30° to 90° shall be at least nine feet wide by 19 feet long for full-sized and mid-sized cars and at least seven feet by 19 feet long for compact cars; spaces parallel to the drive shall be at least seven feet wide by 22 feet long for full-and mid-sized cars and at least seven feet wide by 17 feet long for compact cars, exclusive of driveways and turning areas.

A. 
Minimum requirements for off-street parking shall be as follows:
(1) 
Single-family dwelling: two parking spaces.
(2) 
Two-family dwelling: two parking spaces per dwelling unit.
(3) 
Multifamily dwellings, in excess of two units:
(a) 
Two parking spaces per dwelling unit; and
(b) 
One visitor parking space for every five dwelling units or part thereof.
(4) 
Retail store, shop, bank or similar establishment: one parking space per 150 square feet of gross floor area.
(5) 
Offices, other than medical/dental offices or clinics: one parking space per 200 square feet of gross floor area.
(6) 
Restaurants, taverns, bars, lounges and similar establishments, the greater of:

(a) 
One parking space per 2.5 seats and one parking space per employee; or
(b) 
One parking space per 50 square feet of gross floor area and one parking space per employee.
(7) 
Nursing home, hospital or sanitarium: one parking space for two patients (maximum capacity) and one parking space for each staff doctor and one parking space for each employee on the largest shift.

(8) 
Places of public assembly, public buildings, including churches and theaters: one parking space for each three seats for fixed seats; if seats not fixed: one parking space per 100 square feet of the floor area utilized for public assembly.

(9) 
Hotels, motels, tourist homes and rooming houses: one parking space per unit and one parking space per employee.
(10) 
Schools, public and private: one parking space per employee/teacher, plus 10% of this number.
(11) 
Funeral parlor, etc.: one parking space for each 50 square feet of assembly area, but not less than seven spaces.
(12) 
Industrial or manufacturing establishment, laboratory or warehouse: one parking space for each 400 square feet of gross floor area or one for each two employees on the major shift, whichever is greater.

(13) 
Any use not otherwise herein provided for: one parking space for each 150 square feet of gross floor area.
(14) 
Medical/dental offices, clinics or similar facilities, the total of the following:

(a) 
One parking space per 150 square feet of gross floor area;
(b) 
Seven parking spaces per each doctor;
(c) 
One parking space per employee; and
(d) 
Any other parking spaces required for residential space.
(15) 
In addition to the above requirements of Subsection A(3) through (14), there shall be at least one handicapped person parking space for each 50 required spaces or part thereof. Each handicapped person parking space shall be at least 12 feet wide.
(16) 
Housing District for the Disabled:

(a) 
One parking space per dwelling unit.
(b) 
One handicapped person parking space for each four required spaces or part thereof.
B. 
A maximum of 1/3 of the total spaces at the site may be reserved and used for compact car parking spaces.

C. 
If the appropriate board determines that, by reason of the proposed use of the particular premises, the number of parking spaces which will be required to meet the parking needs of the premises is less than the number of spaces which would otherwise be required as set forth hereinabove, the appropriate board may permit the applicant to construct and pave only such number of parking spaces as the appropriate Board determines to be necessary to meet such requirements and may permit the remaining area, which would otherwise be required to be constructed and paved for parking purposes, to remain unpaved, in a landscaped condition; provided, however, that the site plan or subdivision plat shall delineate the full number of parking spaces which, but for such finding of the appropriate board, would be required, and any certificate of occupancy issued for such premises shall note the decision of the appropriate board as designated herein. The resolution approving the site plan or subdivision plat shall recite the reasons for the waiver granted to the applicant as to such parking spaces and shall impose, as a condition of such waiver, that the applicant shall agree in writing to construct and pave such parking spaces should the conditions giving rise to such waiver change. Further, in the event that there is a change of use of the premises, the appropriate board shall at such time review the parking requirements in connection with site plan application for such changed use.

A. 
Access. There shall be adequate provision for ingress and egress to all parking spaces. Access drives or driveways shall be no less than 12 feet wide for either ingress or egress, except that for residential structures for fewer than three families, access drives or driveways shall be no less than 12 feet wide for both ingress and egress. No driveway or access driveway shall be closer than 50 feet to the street lot lines of any two intersecting streets.
B. 
Size of aisles and driveways. The width of all aisles or driveways providing direct access to individual parking stalls shall be in accordance with the requirements as established in Table 1. Only one-way traffic shall be permitted in aisles serving parking spaces placed at an angle other than 0° or 90°.

Each parking space shall consist of a suitable graded, drained and unobstructed rectangular area in the plan, of which no straight line shall have a grade in excess of 6%.
No parking space or garage shall be located within 10 feet of any lot line in side or rear yards adjoining a residence district, nor nearer than 10 feet to any rear lot line or portion thereof which represents the lot line of an adjoining residence district. In lots opposite (across the street from) residence districts, parking areas provided for the parking of four or more vehicles in the open shall be screened from the street by landscaping a minimum of five feet high or capable of growing to such height within one year, and such as to provide a screen within all seasons of the year.
No loading door, loading platform or loading dock shall be located on any street frontage of a building unless a yard space is provided for efficient width and are so as to permit all loading and delivery operations to be conducted entirely on the lot and off the public street.
The grade of any driveway which intersects with or connects to the street line shall not exceed 6% within 20 feet of such line.
This article shall not apply to off-street parking areas and parking spaces shown on subdivision or site plans filed with or approved by the Joint Planning Board of the Township of River Vale prior to the effective date of this article.
