There is hereby established the position of Chief Financial Officer.
The Chief Financial Officer shall perform all the duties formerly performed
by the Municipal Treasurer and shall perform such duties as determined by
resolution of the Mayor and Council.
The Chief Financial Officer shall be appointed for a term of one year
and shall be eligible for tenure as provided by law. Appointment to the position
shall be made upon nomination by the Mayor with the advice and consent of
the Council.
Commencing January 1, 1991, no person shall be appointed or reappointed
as Chief Financial Officer unless said person holds a municipal finance officer
certificate issued pursuant to P.L. 1971, c. 413, or P.L. 1988, c. 110; or unless on or before the effective date of P.L. 1988, c. 110, has been granted tenure; and further provided that when a vacancy
occurs in the position of Chief Financial Officer, the Mayor and Council may
appoint for a period not to exceed one year and commencing on the date of
the vacancy a person who does not hold a municipal finance certificate to
serve as Chief Financial Officer. A person so appointed may be reappointed
as Chief Financial Officer following the termination of the temporary appointment
for one additional year; provided, however, that no person shall serve as
temporary Chief Financial Officer for more than two years.
Compensation shall be fixed by ordinance.
