Certain lands lying and being in the Borough of Riverdale to which title is vested in said Borough of Riverdale and which are more specifically set forth and described on the Official Map of the Borough of Riverdale as Lots 4, 5, 6, 7, 8, 9, 10, 11 and 12 in Block 19-E are hereby designated "Freedom Park" and are made subject to the following rules, regulations, uses, limitations and restrictions.

The use of said lands shall be limited to such recreational uses and purposes as the Mayor and Council of the Borough of Riverdale shall from time to time fix by resolutions, except that Lots 4, 5 and 6 may also be used for municipal operation and utility purposes, including but not limited to the Borough garage and the pump house and accessory buildings and equipment under the control of the Water and Sewer Department of the Borough of Riverdale.
Certain lands lying and being in the Borough of Riverdale to which title is vested in said Borough of Riverdale and which are more specifically set forth and described on the Official Tax Assessment Map of the Borough of Riverdale as Lot 32 in Block 19.03 and Lot 5.01 in Block 19 are hereby designated "Independence Park" and are made subject to the following rules, regulations, uses, limitations and restrictions.

Certain lands lying and being in the Borough of Riverdale to which title is vested in said Borough of Riverdale and which are more specifically set forth and described in the Official Tax Assessment Map of the Borough of Riverdale as Lot 9, Block 2, are hereby designated "Howard and Marie Appelt Memorial Park" and are made subject to the following rules, regulations, uses, limitations and restrictions.
No person shall:
Destroy, deface or otherwise damage any buildings, equipment, furnishings or other appurtenances.
Swim, bathe or otherwise use any water or waterways, except in accordance with the regulations as may be hereafter adopted.
Operate any boat, raft or other watercraft, except in accordance with the regulations hereafter adopted.
Fish in any water or watercourses, except that fishing shall be permitted in Appelt Park in conformance with licenses and regulations issued by the State of New Jersey.

Participate in any games or other contest, except as provided by rules to be adopted hereafter.
Erect or construct any building or structure, whether permanent or temporary, of any kind or nature, except as provided by regulations to be adopted.
Drive or operate any vehicle of any nature or kind on any area, except as provided for.
Picnic in any place, except as expressly designated.
Start or otherwise build a fire, barbeque coals or charcoal, or ignite any other flammable material for any purpose whatsoever, except if such fire, coals or charcoals are ignited and built for the purpose of cooking food in any designated barbeque area that contains a grill installed by the Borough of Riverdale specifically for such a purpose. The Borough may temporarily prohibit the ignition or building of fires, coals or charcoal in any designated barbeque area in times of drought, fire or red flag warnings, or any other occasion in which public safety and health may so require.

Gamble or participate in any game of chance, except as provided hereafter.
Sell or offer for sale any items, article or thing, except as provided hereafter, or erect or place any stand, cart or vehicle or structure for the purpose of displaying items for sale.
Borough parks shall be open to the public between the hours of 8:00 a.m. and 5:00 p.m. daily, except as may be required for special events permitted under § 123-8 and for which general public access may be temporarily prohibited. It shall be a violation of this chapter for any person to enter a Borough park outside of the hours prescribed herein.

No person shall be denied admittance based upon race, creed, natural origin, sex, age or religion.
The park or any part thereof may be closed to the public, pursuant to rules hereafter adopted, at certain times and intervals or shall be restricted to certain uses as found reasonably necessary.
It shall be unlawful for anyone to possess or use alcoholic beverages in any Borough park, except in such instances when permission shall be given by the Mayor and Council for a specific use, in which event a resolution shall set forth the name of the organization receiving such permission, the date and hours of permitted use and any other limitations or restrictions which might be deemed appropriate.
Permits for special events shall be obtained as provided in regulations to be adopted hereafter and pursuant to standards as provided by regulations hereafter adopted.

It shall be unlawful for any vehicle to be parked between the hours of 11:00 p.m. and 6:00 a.m. at any municipal park or other municipal facility without obtaining specific written permission from the Borough of Riverdale.
Any person violating any provision of this chapter shall, upon conviction thereof, be subject to a fine not to exceed $1,000 and/or be sentenced to imprisonment for a term not to exceed 90 days, or both.
