A Length at Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of the Riverdale Volunteer Fire Department for their loyal, diligent and devoted services to the residents of the Borough of Riverdale.

The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria set forth below. Such contributions shall be made in accordance with a plan that shall be established by the Borough of Riverdale pursuant to P.L. 1997, c. 388,[1] and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code and this article. All members will be eligible for LOSAP; however, after 12 months of service, a member may elect to receive a VSAP payment in lieu of LOSAP. The method to calculate the payments for LOSAP and VSAP will be identical. If a member elects LOSAP the payment will be placed in the tax-deferred LOSAP accounts, if they elect VSAP they will receive a check less all taxes. A member cannot receive a payment; for LOSAP and VSAP in the same year.

The LOSAP shall provide for annual contributions using the scale in Schedule A to each eligible member that meets the criteria as follows:

Any points earned during a calendar year will entitle a member to be eligible for the annual contribution as noted in Schedule A. The points earned are for the services performed as set forth on the respective schedule, which is attached to this article.[1]

B. 
Five years of service are required for vesting. Any years of service prior to the adoption of this article shall qualify towards vesting.
C. 
The maximum annual contribution shall be $1,150 per member.
The estimated maximum cost of the program has been calculated as follows. The estimated maximum cost of the program based on 27 members is $31,050 per calendar year.
Each active volunteer member shall be credited with points for volunteer services provided to the Riverdale Volunteer Fire Department according to the attached schedules (See Schedule A).[1]

This article shall not take effect unless it is approved by voters as a public question at the next general election to be held on Tuesday, November 6, 2001.
The following referendum question shall be submitted to the voters of the Borough of Riverdale at the November 6, 2001 general election:
Shall the Borough of Riverdale be authorized to establish a Length of Service Awards Program (LOSAP) for the members of the Riverdale Volunteer Fire Department pursuant to the following terms and conditions?
I. The program shall provide for annual contributions to a deferred-income account for each active volunteer member that meets the eligibility criteria and in accordance with the schedule adopted by the Borough of Riverdale.[1]
II. The proposed maximum annual contribution for each volunteer member is $1,150.
III. The estimated maximum cost of the program based on 27 members is $31,050 per calendar year.
Explanatory statement. The Borough of Riverdale has decided to create a Length of Service Awards Program for members of the Riverdale Volunteer Fire Department. The general requirements for a LOSAP are set forth in state law (N.J.S.A. 40A:14-183 et seq.). Important details of the law are listed in the ballot question.

Each member must accumulate a total of at least 100 points in the calendar year to be eligible for the LOSAP contribution.

Note: Fire fighters will receive additional credit for responses to any alarm outside their assigned shift.

Drills attended, maximum of 50 points: 1.5 points for drills attended.

Training, maximum of 20 points: 5 points for each four-hour firematic training session outside of Department drills.

Miscellaneous details, including but not limited to organized social activities, work details, parade details and funeral details, maximum of 25 points: 1 point for each activity or detail as approved by Fire Chief.
E. 
Meetings attended including but not limited to Department, exempt, relief, county fire associations, state fire associations, maximum of 25 points: 1 point for each meeting attended.
F. 
Elected/appointed positions.
(1) 
Members serving an elected position in any fire association within the Borough, county or state receive 10 points per position.
(2) 
Members appointed as a chairman of a Fire Department committee receive 5 points.
(3) 
Members who actively participate in a Fire Department committee receive 2 points.
G. 
LOSAP points/annual contribution, based on a maximum of $1,150.

The governing body may, from time to time by resolution, provide for a CPI adjustment to the maximum annual contribution per member. The maximum LOSAP contribution increase shall be no higher than the cumulative percentage increase established by the Director of the Division of Local Government Services.
