For the purpose of this chapter, the Borough of Riverdale is
hereby divided into classes of districts as follows:

Said districts are bounded and defined as shown on a map entitled
"Zoning Map of the Borough of Riverdale, Morris County, New Jersey,"
adopted _____, prepared by DMC Associates, which accompanies and which,
with all explanatory matter thereon is hereby made part of this chapter;
however, the use of this map shall be confined to zoning purposes
only, and no road, street or right-of-way thereon shown shall be considered
as a public street, road or right-of-way unless the same are dedicated
and accepted and in accordance with ordinance or statute in such case
made and provided.
The purposes of the various zone districts enumerated in §
168-4 above are as follows:
A. R-7.5 Residence District: to provide an area for high-density, single-family
detached units, which are consistent with development patterns within
the district.
B. R-15 Residence District: to provide an area for moderate to low-density,
single-family detached units which are compatible with the capacity
of the land and consistent with the development within the district.
C. R-25 Residence District: to provide an area for moderate-density,
single-family detached units with consideration of the environment
and development patterns in surrounding areas.
D. R-35 Residence District: to provide an area for lower-density, single-family
detached units which are compatible with the physical development
capacities of the land within the same district.
E. R-40 Residence District: to provide an area for low-density, single-family
detached units which are compatible with the physical development
capacities of the land and consistent with development patterns within
the same district.
F. R-120 Residence District: to provide an area for low-density, single-family
detached units which are compatible with the physical development
capacities of the land considering topography and other natural conditions
and characteristics.
G. PRD Planned Residential District: to provide for the comprehensive,
coordinated development of contiguous tracts of land for multifamily
cluster development that promotes more balanced, environmentally acceptable
use of land which encourages contemporary land use desire and conservation
of open space; that provides for development which does not adversely
impact the Borough regarding traffic flow, recreational facilities
and other municipal services; and that provides for a variety of housing
accommodations which are compatible with a modern way of life and
enhances the natural beauty and resources of their surroundings.
H. MF-O Multifamily-Overlay: to provide for the comprehensive and coordinated
development of certain contiguous lands for multifamily use in a variety
of housing styles which respond to current housing needs while preserving
wetlands and associated open space and to provide for development
which does not adversely impact the Borough. This section acknowledges
that the New Jersey Residential Site Improvement Standard regulates
new residential development.
I. ARD Adult Residential Development: to provide adequate housing at
an affordable cost to serve the unique needs of the adult population
with regard to the design of such housing and relationships to passive
open space, proximity to shopping areas and recreational opportunities.
J. PO Professional Office: to provide a district for the conduct of
professional practices and business office uses with consideration
of the surrounding residential uses and traffic patterns to serve
the Borough and surrounding communities.
K. CB Community Business: to provide a district for the conduct of retail
businesses, offices, professional practices and personal services,
with consideration of existing commercial business and traffic patterns,
to serve the Borough and surrounding communities.
L. CRD Community Redevelopment District: to encourage the comprehensive
redevelopment of the Borough's primary neighborhood business district.
Future development encourages the creation of larger lots from several
smaller parcels and the development of an overall scheme of the District.
To this end, easements for traffic flow and parking, as well as the
vacation of appropriate Borough rights-of-way, are fostered. In addition,
the Planning Board shall encourage colonial architectural design for
development and redevelopment with the district.
M. HB Highway Business: to serve a complementary function with the Community
Business District in providing the services and goods for the Borough
and surrounding communities. The Highway Business District is intended
to provide a district serving the region, requiring larger facilities,
large parking areas and served by high traffic arteries, such as Route
23. The criteria for the district are intended to promote safe and
efficient development along the high traffic artery, Route 23.
N. I Industrial: to provide within the Borough a district for industrial
development to serve the Borough's and the region's needs. The district
will provide employment for the needs of the Borough and the region
and industrial use compatible with and enhancing the surrounding uses.
O. IQ Industrial Quarry: is intended where single ownership of a minimum
of 10 acres will provide for a planned industrial area. The area is
planned to provide industrial properties requiring larger tracts with
the accompanying increased traffic patterns and parking areas.
P. AHO Affordable Housing Overlay District: to provide development that
contributes to the Borough of Riverdale's municipal affordable housing
obligation, while allowing developers increased flexibility to provide
more residential units when a required on-site affordable housing
set-aside is provided.

is hereby declared to be part thereof (See Appendix).

this chapter, is hereby declared to be part thereof (See Appendix).
The schedule entitled "Schedule C - Prohibited Uses, Zoning
Requirements, Borough of Riverdale, New Jersey," which accompanies
this chapter, is hereby declared to be part thereof (See Appendix).
The schedule entitled "Schedule D - Bulk Requirements, Zoning
Requirements, Borough of Riverdale, New Jersey," which accompanies
this chapter, is hereby declared to be part thereof (See Appendix).
The schedule entitled "Schedule E - Parking Requirements, Zoning
Requirements, Borough of Riverdale, New Jersey," which accompanies
this chapter, is hereby declared to be part thereof (See Appendix).

The operation of all classes of cannabis establishments as defined
by P.L. 2021, c. 16, including but not limited to, cannabis retailers, cultivators,
manufactures, distributors, wholesalers, delivery services, medical
cannabis dispensaries, alternative cannabis treatment centers, including
such operators holding a medical cannabis dispensary permit pursuant
to P.L. 2009, c. 307 (N.J.S.A. 24:61-7), are expressly prohibited
uses within the jurisdictional boundaries of the Borough of Riverdale.
