A. 
On or before the first day of October of each year, each department head shall review his budget for the current year and shall prepare a tentative budget for the succeeding year, and shall file the same with the Chief Municipal Finance Officer or designee.

B. 
On or before the 15th day of October thereafter, the Chief Municipal Finance Officer or designee shall compile the budget requests and submit the same to the Clerk and Committee for review.

C. 
Thereafter, but in no event later than the first day of November, the Chief Municipal Finance Officer or designee and Committee, or such members designated by it, shall review the budget requests with each department head in an effort to reconcile the same with the township's overall fiscal circumstances.

D. 
The formal budget process for each year shall commence on January 1 of that year in strict conformity with the requirements of N.J.S.A. 40A:4-1 et seq., the "Local Budget Law," utilizing the budget submissions and reconciliations prepared pursuant to the provisions of this section.
E. 
The failure of any department head to comply with the provisions of this section shall not necessarily preclude the Committee from funding that department, but in the absence of a submission of a budget request, the Committee shall estimate that department's needs, and the Committee may make such estimates without the input of the department head involved.
F. 
For purposes of this section, "department" and "department head" shall include any agency receiving funds from the township, and the administrative head thereof.
