A. 
There shall be created a full-time position of Clerk-Typist in the office of the Borough Clerk of the Borough of Emerson, who shall be appointed annually and who shall be a resident of the Borough of Emerson.
B. 
The Clerk-Typist shall be appointed for a one-year period, and the Clerk-Typist's term of office shall commence January 1, 1962.
All officers and employees hereof shall be paid compensation at such rates as the Mayor and Council of the Borough of Emerson shall, from time to time, fix pursuant to law.[1]

The duties of the Clerk-Typist shall be as designated by the Borough Clerk or Deputy Borough Clerk, which duties consist of filing, typing, dictation, stenographic notes, preparation of minutes of the Mayor and Council and any and all incidental duties pertaining to the clerical duties within the control of the Borough Clerk of said Borough.
This article shall be retroactive from January 1, 1962, insofar as permitted by law and shall take effect after final publication as provided by law.
