A. Whenever snow, sleet or ice falls and there is any accumulation on
the roadways, as determined by the Emerson Department of Municipal
Services, requiring plowing or other roadway surface clearing and/or
safety treatments, a weather-related emergency shall exist, and no
vehicle shall be parked on either side of any street, except for the
west side of Emerson Plaza East, which shall not be covered under
this parking restriction. Weather-related emergencies will be broadcast
by Nixle alerts and may be confirmed by contacting the Emerson Police
Department. Weather-related parking restrictions will be lifted once
the roadways are cleared curb to curb.

B. Any unoccupied vehicle parked or standing in violation of this article
shall be deemed a nuisance and a menace to the safe and proper regulation
of traffic, and any police officer may provide for the removal of
such vehicle. The owner shall pay the reasonable costs of the removal
and storage which may result from such removal before regaining possession
of the vehicle.
C. The police may issue a summons for violation of this
section, in addition to ordering the vehicle towed. The fine for a
first offense shall be $50, plus costs of court, if any. Thereafter,
the fine shall be increased in increments of $50 for each subsequent
violation, up to the maximum permitted by law.
Any unoccupied vehicle parked or standing in

may provide for the summons and/or removal of such vehicle. The owner
shall pay the reasonable costs of the removal and storage which may
result from such removal before regaining possession of the vehicle.
