A. 
Parking of vehicles upon the Municipal Building main parking lot is hereby limited and restricted as follows:
(1) 
Seven parking spaces on the south side of the parking lot, commencing at the entrance of the parking lot from Municipal Place and for length of approximately 101 feet, are hereby reserved for five Emerson Police Department official police vehicles. The two spaces in the southeast corner of this section are reserved for handicapped parking.
(2) 
Sixteen spaces in the central section of the parking lot, commencing approximately 20 feet from the westerly side of the parking lot and continuing in an easterly direction for approximately 90 feet, shall be restricted to four consecutive hours of parking, except for officials or employees of the Borough of Emerson who may park in these spaces without limitation.
(3) 
Nine spaces on the easterly side of the parking lot, commencing on the northerly line of the parking lot and running in length for approximately 104 feet, shall be limited to four consecutive hours of parking, except for officials and employees of the Borough of Emerson, who may park there without limitation. The three spaces at the southerly end of this section are reserved for Emerson Police Department and Emerson Police Reserve official police vehicles.
(4) 
Fourteen spaces on the northerly side of the parking lot, commencing on the westerly side of the parking lot and continuing easterly for approximately 126 feet, shall be restricted to noncommercial vehicles bearing an identification decal affixed to the lower left-hand corner of the rearmost driver's side window of said vehicle and owned by bona fide residents of the Borough of Emerson. The parking of any other vehicles not meeting this requirement is prohibited.

The six spaces on the easterly side of Municipal Place contiguous with the west side of the Municipal Building, commencing at a point approximately 104 feet from the east corner of Municipal Place and Linwood Avenue and thence proceeding in a northerly direction for approximately 58 feet, shall be restricted parking for officials, employees and personnel of the Borough of Emerson. Parking in this area by all others is prohibited.

A. 
Parking of vehicles upon the Emerson Library/Senior Citizens Center Parking Lot is hereby limited and restricted to four consecutive hours of parking, with certain exceptions as follows:
(1) 
Vehicles belonging to employees of the Emerson Public Library and members of the Emerson Senior Citizens group displaying an identification decal affixed to the lower left-hand corner of the rearmost driver's side window of said vehicle.
(2) 
Two spaces in the northeast corner of the parking lot and continuing southerly for approximately 30 feet are reserved for handicapped parking.
(3) 
Five spaces in the southwest corner of the parking lot and continuing northwesterly for approximately 50 feet are reserved for bona fide residents of the Borough of Emerson whose vehicles display an identification decal in the lower left-hand corner of the rearmost driver's side window of said vehicle. The parking of all other vehicles not meeting this requirement is prohibited.
(4) 
Twelve spaces beginning in the northwest corner of the parking lot and continuing southerly for approximately 100 feet are reserved for employees of the Emerson Public Library and the members of the Emerson Senior Citizens group whose vehicles display an identification decal in the lower left-hand corner of the rearmost drivers side window of said vehicle. The parking of all other vehicles not meeting this requirement is prohibited.
B. 
All vehicles, except authorized emergency vehicles, are prohibited from the area of the parking lot which lies directly north of the Senior Citizens Center. A sign shall be placed in this area to warn drivers of vehicles of this prohibition.

The following parking spaces in the Kenneth Street Emerson Volunteer Ambulance Corps Parking Lot are hereby limited and restricted to noncommercial vehicles bearing an identification decal in the lower left-hand corner of the rearmost driver's side window of said vehicle which are owned by bona fide residents of the Borough of Emerson. The parking of vehicles not meeting this requirement is hereby prohibited.
(1) 
Twelve spaces on the westerly side of Kenneth Street commencing at its west intersection with Lincoln Boulevard and continuing southerly for approximately 122 feet.
(2) 
Eight spaces on the westerly side of Kenneth Street commencing at a point approximately 246 feet south of its intersection with Lincoln Boulevard and continuing northerly for approximately 76 feet.
(3) 
Fourteen spaces in the south-central section of the parking lot commencing at point approximately 246 feet south thence approximately 42 feet easterly of the west intersection of Kenneth Street and Lincoln Boulevard and continuing easterly approximately 38 feet and northerly approximately 68 feet.
(4) 
Ten spaces in the southeastern corner of the parking lot continuing northerly for approximately 93 feet.
(5) 
Three spaces contiguous to the westerly side and three spaces adjacent to the easterly side of the Emerson Volunteer Ambulance Corps building are reserved for members of the Emerson Volunteer Ambulance Corps only. The purpose of these spaces is to permit members of the Ambulance Corps to park their personal vehicles while attending to their duties and to permit quick access to the Ambulance Corps in the event of an emergency requiring such members to respond.
(6) 
No vehicles, except authorized emergency vehicles, are permitted to park, stop or stand in areas of the parking lot designated by yellow striping as ambulance clearance/access areas.

Parking spaces in the Locust Avenue Parking Lot are hereby limited and restricted to noncommercial vehicles bearing an identification decal in the lower left-hand corner of the rearmost driver's side window of said vehicle which are owned by bona fide residents of the Borough of Emerson. The parking of vehicles not meeting this requirement is hereby prohibited.
B. 
Two spaces in the northeast corner of the parking lot and continuing southerly for approximately 30 feet are reserved for handicapped parking.
C. 
Overnight parking prohibited between 2:00 a.m. and 5:00 a.m.
A. 
Diagrams. The diagrams attached hereto and made a part hereof reflecting the Municipal Building Main Parking Lot, Municipal Building Municipal Place Parking Lot, Emerson Library/Senior Citizen Center Parking Lot and the Kenneth Street/Emerson Volunteer Ambulance Corps Parking Lot are for reference to parking in restricted areas and shall be utilized in conjunction with the other sections of Chapter 274 of the Code of the Borough of Emerson.
B. 
Identification decals shall be obtained from the Chief of Police of the Borough of Emerson, or his designee, after application has been made and proper credentials have been submitted. The application forms shall provide the name, Emerson address and motor vehicle registration number of said applicant. The identification decal shall only be issued to bona fide residents of the Borough of Emerson. The obtaining of an identification decal by a resident of the Borough of Emerson as contemplated herein shall be no guarantee of a parking space in the appropriate portions of the municipal parking lots described within this Article. Said spaces shall be utilized on a first-come-first-served basis.
