The Manager with the advice and consent of Council shall appoint a Municipal Treasurer for a term not to exceed two years. The Treasurer shall be an official of the Municipal Depository.
The Treasurer shall:
A. 
Keep a just account of all receipts and disbursements and submit such account to the Municipal Auditor.
B. 
Pay over all moneys remaining in the Treasury and deliver all books, papers, accounts and other things belonging to the Municipality to any successor.
C. 
Deposit all moneys received in a bank or banking institution in the name of the Municipality.
All moneys received by any municipal officer or other person for the use of the Municipality shall be forthwith paid to the Municipal Treasurer. All expenditures shall be paid out of funds in the Treasury only when authorized by the Treasurer, upon order signed by the proper municipal officers. Such order shall not be executed unless there is money in the Treasury available therefore.
