As used in this article, the following terms shall have the
meanings indicated:
MUD
Wet, sticky, soft earth.
PERSON
A natural person, firm, copartnership, association or corporation.
No person operating any motor vehicle or any other vehicle of
any kind shall allow and/or permit any accumulations of mud, dirt,
refuse, garbage, trash and/or other debris and/or the contents of
said vehicle which have fallen from said vehicle to lie and to remain
upon any public street, public road, public alley and/or public way
within the Municipality of Monroeville without removing the same immediately
after it has fallen from said vehicle.
No person owning any motor vehicle or any other vehicle of any
kind shall allow and/or permit any accumulations of mud, dirt, refuse,
garbage, trash and/or any other debris and/or the contents of said
vehicle which have fallen from said vehicle to lie and to remain upon
any public street, public road, public alley and/or public way within
the Municipality of Monroeville without removing the same immediately
after it has fallen from said vehicle.
No person owning, leasing and/or occupying any real estate in
the Municipality of Monroeville from which a motor vehicle or any
other vehicle of any kind has left shall allow and/or permit any accumulations
of mud, dirt, refuse, garbage, trash and/or any other debris and/or
the contents of said vehicle which have fallen from said vehicle to
lie and remain upon any public street, public road, public alley and/or
public way within the Municipality of Monroeville without removing
the same immediately after it has fallen from said vehicle where said
real estate is maintained, used and/or operated in such a manner as
to be the direct cause of said accumulations.
Any person either making an improvement or doing construction
on any real estate within the Municipality which causes mud, dirt,
refuse, garbage, trash and/or any other debris and/or the contents
of a vehicle to lie and remain upon any public street, public road,
public alley and/or public way within the Municipality shall be required
to either post a street maintenance bond or submit a street-cleaning
plan to the Municipal Council at the time of the approval of the project.
The amount of the bond shall be set annually by the Municipal Manager
and shall be equal to the estimated costs of the amount of labor,
time and equipment, to be provided by the Municipality, necessary
to clean the street if the person making the improvement or doing
the construction fails to do so.

Any person who shall be convicted of a violation of any of the
provisions of this article before any District Justice shall be sentenced
to pay a fine of not more than $600, and costs of prosecution, and,
in default thereof, to imprisonment in the county jail for a term
not to exceed 30 days.
