It shall be unlawful for any person, firm or
corporation or agents thereof to install on any property in Mount
Pleasant Township, Washington County, Pennsylvania, an on-lot sewage
disposal system, or to construct any building in which a disposal
system is to be installed, or which is to be serviced by an on-lot
disposal system, without complying with the Pennsylvania Sewage Facilities
Act 537 of 1966 (P.L. 1535; 35 P.S. § 750.1 et seq.) and
the rules and regulations adopted pursuant thereto, and without first
obtaining a permit indicating that the site, plans and specifications
of such system are in compliance with said Act 537 and its rules and
regulations.
All on-lot sewage disposal systems, regardless of the size of the lot, will be subject to the provisions of §
162-1 of this article.

A fee shall be paid to the proper authorities
at the time the application is made for an on-lot sewage disposal
system in an amount set from time to time by resolution of the Washington
County Sewage Council and approved by the Board of Supervisors.
An on-lot sewage disposal system shall mean
and include all septic tanks or any other similar method by which
sewage is treated and discharged on the lot serviced by said system.

Any person who violates or permits a violation
of this article shall, upon being found liable therefor in a civil
enforcement proceeding commenced by the Township before a Magisterial
District Judge, pay a fine of not more than $600, plus all court costs,
including reasonable attorney's fees, incurred by the Township in
the enforcement of this article. No judgment shall be imposed until
the date of the determination of the violation by the Magisterial
District Judge. If the defendant neither pays nor timely appeals the
judgment, the Township may enforce the judgment pursuant to the applicable
Rules of Civil Procedure. Each day a violation exists shall constitute
a separate offense. Further, the appropriate officers or agents of
the Township are hereby authorized to seek equitable relief, including
injunction, to enforce compliance herewith.
