GENERAL REFERENCES
Municipal authority — See Ch. 6.
At the sole discretion of the Board of Supervisors (hereafter "Board"), a Township Manager may be appointed by a majority vote of the Board of Supervisors. The Manager, if appointed, shall serve at the pleasure of the Board and may be removed at any time by a majority vote as hereafter specified.
In the event that the Board wishes to remove the Manager, the Manager shall be provided with 30 days' written notice of the reasons for the proposed removal and shall be given the opportunity to respond thereto.
The employee should have a minimum of five years' experience in local government, have an understanding of the rules and regulations that affect Townships of the second class, and must be able to use basic office equipment and have a basic skill level with computers.
A. 
The duties and responsibilities of the Township Manager shall be as prescribed and amended from time to time by the Board. Nevertheless, it is anticipated that the Manager's responsibilities shall include the following:
(1) 
Examine, inquire into and regulate the affairs or operations of the Township;
(2) 
Present a monthly report of Township affairs to the Board if desired;
(3) 
Approve and purchase materials, equipment and services for the municipal office not otherwise required to be bid on and be approved by the Board;
(4) 
Direct personally or through subordinates the performance of day-to-day functions and operations of the municipal office;
(5) 
Prepare and submit budget requests;
(6) 
Administer and evaluate intergovernmental contracts and agreements as these matters arise;
(7) 
Develop and maintain appropriate internal administrative and budgetary controls;
(8) 
Serve as liaison between the Board of Supervisors and all Township authorities, commissions and committees;
(9) 
Enforce rules and regulations for the use of Township facilities;
(10) 
Develop and recommend to the Board rate structures for services for which user fees are charged;
(11) 
Maintain general financial accounts of the Township;
(12) 
Prepare financial reports as required by the Board;
(13) 
Maintain custody of all Township funds, including deposit, withdrawal and the recording thereof;
(14) 
Collect and record all accounts (except taxes) due to the Township, including rentals, permits and license fees;
(15) 
Pay bills and other obligations, including payroll, upon approval of the Supervisors, scheduling payments to the Township's advantage by observing due dates and discount periods;
(16) 
Prepare, index and maintain all proceedings of the Board;
(17) 
Prepare, maintain and make readily available to Township residents ordinances presently existing and in force;
(18) 
File and preserve all contracts, bonds, oaths of office and other documents as required;
(19) 
Publish all legal notices as required by law or ordinance;
(20) 
Be responsible for effective personnel administration within the Township office;
(21) 
Establish and implement new policies to improve effectiveness and efficiency of Township operations;
(22) 
Represent the Board of Supervisors at designated functions or meetings;
(23) 
Provide oversight of fiscal programs and policies to ensure:
(a) 
Proper payment of bills and review and prioritization of incoming invoices and submission of reports to the Board;
(b) 
Preparation of the Township budget; solicitation of budget requests from department heads, agency boards and officers of the Township; and estimation of revenues and expenditures;
(c) 
Administration of the budget to include monitoring of revenues and expenditures, the proper coding and establishment of accounts for posting of receipts and invoices;
(d) 
Collection of Township funds and the initiation of legal steps to collect delinquent payments;
(e) 
Preparation of periodic reports of financial administrative activities;
(f) 
Proper investment of Township funds;
(g) 
Management of programs and policies of the Township;
(h) 
Evaluation of risk management needs of the Township;

Help the Board identify short- and long-range goals and help develop recommendations for plans which impact growth and fiscal policy;
(25) 
Engage in public relations activities, including meeting with Township residents and staff;
(26) 
Perform or assign the official duties of the Township Secretary and Treasurer;
(27) 
Keep records of proceedings before the Board in the form of minutes, ensure conformance with legal requirements established by the Township Code, and ensure proper maintenance and preservation of official records;
(28) 
Provide such other services as are from time to time delegated by the Board.
