The Chief Administrator shall be appointed by the Mayor with the advice and consent of four Councilmembers. If Council fails to confirm or reject such appointment within 30 days after it is submitted to Council, such appointment shall become final. A summary of the Chief Administrator's qualifications shall be published at the time the name is submitted to Council.
The Mayor may remove the Chief Administrator after notice to Council and an opportunity is afforded to the Chief Administrator to be heard before Council. Any such hearing shall be conducted within 21 days of the notice to Council, unless the time is extended by the Mayor. Removal may be effective upon conclusion of the hearing, at the Mayor's discretion.
A. 
The Chief Administrator shall be appointed solely on the basis of executive and administrative qualifications.
B. 
Unless residency is waived by Council, the Chief Administrator must become a resident of the Municipality within one year of the date of appointment.
Compensation for the Chief Administrator shall be determined by Council.
The Chief Administrator or a designate shall have the following powers and duties:
A. 
Receive the complaints and requests from citizens.
B. 
Purchase all municipal supplies and equipment.
C. 
Appoint, suspend, or remove all employees of the Municipality, except as otherwise provided by this Charter or by applicable law.
D. 
Administer the personnel system of the Municipality.
E. 
Direct and supervise the administration of all departments, offices, and agencies, except as otherwise provided by this Charter or by applicable law.
F. 
Prepare the annual budget and capital program.
G. 
Develop and schedule the work programs of the Municipality.
H. 
Prepare an annual administrative report for Council.
I. 
Attend all Council meetings.
J. 
Perform any other duties as designated by the Mayor.
K. 
Serve as Municipal Secretary.
A. 
The Chief Administrator may designate, in writing, an employee of the Municipality to exercise the duties of the Chief Administrator during a temporary absence or disability. During such absence or disability, the Mayor may revoke such designation at any time and appoint another employee of the Municipality to serve until the Chief Administrator shall return or the disability shall cease.
B. 
If the absence or disability of the Chief Administrator continues more than 30 days, the Mayor shall appoint an Acting Chief Administrator with the advice and consent of Council.
Except for the purpose of formal inquiries and investigations, the Mayor or Council or its members shall give orders to the officials and employees of the Municipality who are subject to the direction and supervision of the Chief Administrator, solely through the Chief Administrator.
