Council shall appoint a Municipal Solicitor,
on a full-time or part-time or retainer basis, for an indefinite term.
The Municipal Solicitor shall be an official of the Municipality and
shall hold office until the appointment is terminated by Council.
The Municipal Solicitor may be an individual,
partnership, professional corporation or association. The individual
or the members of the partnership, corporation or association shall
be admitted to practice in all courts of the Commonwealth and such
Federal Courts as necessary to perform their duties.
The compensation of the Municipal Solicitor
shall be as fixed by Council.
All of the legal affairs of the Municipality
shall be under the general supervision of the Municipal Solicitor.
No official or official body or agency of the Municipality may employ
additional legal counsel without express authorization to do so from
Council.
The Municipal Solicitor shall serve as the chief
legal advisor to Council, the Mayor and to such other officials, departments,
commissions and agencies of the Municipality as Council may designate.
Council may employ special legal counsel in
connection with any legal matter involving the Municipality or any
of its officials or official bodies or agencies.
The Municipal Solicitor shall have the right
of access at all times to the official records of any official, department,
board or commission of the Municipality.
