Unless otherwise approved by Council, hours
of work for employees (except for the positions of Public Works Foreman,
Building Maintenance and Chief of Police) shall be from 8:00 a.m.
to 5:00 p.m. with a one-hour lunch period. Hours of work for Public
Works Foreman, Crew Chief and Building Maintenance shall be as defined
by the current labor agreement governing Public Works employees, and
hours of work for the Chief of Police shall be from 7:00 a.m. to 4:00
p.m. with a one-hour lunch period.

A. Holidays. All full-time and regular part-time employees
shall have 11 paid holidays consisting of New Year's Day, Good Friday,
Memorial Day, Independence Day, Labor Day, Thanksgiving and the day
following Thanksgiving, Christmas Day, a floating holiday (either
the day before or following a holiday, to be designated annually by
the Chief Administrator), the employee's birthday (or a personal day),
and a personal day; except that holiday entitlement for the positions
of Public Works Foreman, Crew Chief and Building Maintenance shall
be as defined by the current labor agreement governing Public Works
employees, and holiday entitlement for the Chief of Police shall be
in accordance with Pennsylvania Act 204, approved December 18, 1984. Holiday leave for regular part-time employees shall be
paid at the employee's regular hourly rate for four hours per holiday.
B. Vacation for full-time employees. All full-time employees,
except for the positions of Public Works Foreman and Building Maintenance,
shall be eligible for the following vacation time off, to be taken
in no less than one-half-day increments:
(1) First calendar year: one day for each 10 weeks of
service.
(2) Second calendar year: one day for each 10 weeks of
service until anniversary date. From anniversary date until end of
the second calendar year, a proration of two weeks' vacation based
on the proportion of a year which runs from the anniversary date to
the end of the second calendar year shall apply.
(3) The following schedule shall apply thereafter:
(a)
Third through fifth calendar year: two weeks.
(b)
Sixth calendar year: two weeks plus two days.
(c)
Seventh calendar year: two weeks plus three
days.
(d)
Eighth calendar year: two weeks plus four days.
(e)
Ninth calendar year: three weeks.
(f)
Fifteenth calendar year and beyond: four weeks.
(4) Vacation time for the positions of Public Works Foreman,
Crew Chief and Building Maintenance shall remain unchanged and shall
be as defined by the current labor agreement governing Public Works
employees.
(5) Vacation time for the Chief of Police shall remain
unchanged and shall be in accordance with Pennsylvania Act 204, approved
December 18, 1884.
C. Vacation for regular part-time employees. All regular
part-time employees shall be eligible for one week vacation leave
to be paid at the employee's regular hourly rate for four hours per
vacation day.
D. Sick leave
(1) Amount of sick leave. In each calendar year, the employee
shall be paid a day's pay for each scheduled day of work missed on
account of nonoccupational illness or injury. The maximum shall be
nine days per year, except that this maximum shall be prorated for
the first year of employment, based on the part of the year to be
worked.
(2) Accumulation of sick leave. Unused sick leave days
may be accumulated and used in future years. The accumulation shall
cease when the total of unused days is 30 days.
(3) Major medical leave.
(a)
Major medical leave allowance shall be 25 days
in each calendar year. There shall be no accumulation of major medical
leave.
(b)
Major medical leave means a nonoccupational
disability, validated by a physician's certificate or by hospitalization,
which prevents an employee from performing job duties for a consecutive
period of five scheduled workdays or more. This leave may be used
commencing on the sixth consecutive workday missed due to said disability.
(c)
In the event that the employee becomes eligible
for disability payments during a major medical or sick leave, the
employee shall assign his rights to disability payment to the Municipality
of Murrysville for the period he or she receives full salary.
E. Bereavement leave. All employees shall be entitled
to three days bereavement leave including the day of the funeral in
the event of death of the following family members: spouse, children,
parents of employees, parents of spouse or employee's brother or sister.
All employees shall be entitled to one day bereavement leave on the
day of the funeral in the event of death of an aunt, uncle or grandparent.
Any official or employee will be reimbursed
in accordance with the IRS business mileage reimbursement rate for
work-related use of his/ her personal automobile.
Pension benefits shall be as defined by Group
Contract No. GA 7517 with the Principal Mutual Life Insurance Company
and supporting plan documents.

A. Employees may deposit pretax funds, through payroll deductions, into
a flexible medical spending account (FMSA) for out-of-pocket healthcare
costs.
B. Employees may make contributions (from pretax compensation) into
their FMSA up to an FMSA limit of $2,600, as regulated by the Internal
Revenue Service.
(1) Employees may make use of their FMSA to reimburse expenses as listed
in § 125 of the Internal Revenue Code and Section 9003 of
the Affordable Care Act.
(2) The Municipality of Murrysville provides a "grace period" of up to
2 1/2 extra months to use the money in FMSAs. March 15 marks
the annual grace period deadline for flexible medical spending accounts-the
last day for participants to spend their remaining funds.
(3) All FMSA expense claims for the previous year must be filed with
the Municipality by March 31, regardless of the grace period, in order
to draw on those funds prior to forfeiture. Any monies remaining in
a participant's FMSA after March 31 will be forfeited to the Municipality.
Employees are eligible to contribute a percentage
of their salary into a 457 tax-deferred savings plan to improve retirement
income.
