Fire protection districts in the Municipality
of Murrysville are hereby designated as follows:
A. Murrysville District. Beginning on the Old William
Penn Highway at the Allegheny County line; thence, extending eastwardly
by said Old William Penn Highway, to the Town Square, and including
Murrysville Plan No. 1, as laid out by the Equitable Gas Company,
and including all property within 600 feet of any fire hydrant now
erected or which may be hereafter erected in the area; thence, continuing
by said Old William Penn Highway in an easterly direction to the intersection
of the Old William Penn Highway with the ramp from the New William
Penn Highway, which ramp begins near Dick's Diner, and including the
Willard Place Plan and all property within 600 feet of any fire hydrant
now erected or which may be hereafter erected in said district.
B. Meadowbrook Road District. Including all land within
600 feet of the fire hydrant now erected on Taylor Street, at the
intersection of Taylor Street and the Meadowbrook Road.
C. Newlonsburg District. Beginning on the Old William
Penn Highway at the eastern end of Murrysville District; thence, continuing
easterly along said Old William Penn Highway to the Cline Hollow Road,
including all property within 600 feet of any fire hydrant now erected
or which may hereafter be erected in said district, and including
also Woodview Manor Plan and all property within 600 feet of any fire
hydrant now erected thereon or which shall or may be hereafter erected
thereon.
D. Friesell Plan District. Beginning at the intersection
of the Old William Penn Highway and the Friesell Plan Road; thence,
by the streets in the Friesell Plan, in a northerly direction, including
all property within 600 feet of any fire hydrant now erected thereon
or hereafter to be erected thereon.
E. White Valley District. Beginning at a point on the
Old William Penn Highway at or near where the North Branch of Turtle
Creek crosses said Old William Penn Highway; thence, in an easterly
direction by said Highway to the westerly line of the White Valley
School property, including the Village of White Valley, the Pedora
Plan and all property within 600 feet of any fire hydrant now erected
thereon or which may be hereafter erected thereon.
F. Dunningtown District. Beginning at the northeasterly
property line of Jack Laguna, and extending in an easterly direction
through Dunningtown-Ringertown to the easterly end thereof, including
all property within 600 feet of any fire hydrant erected thereon or
which may be hereafter erected thereon.

The districts aforementioned are hereby adopted,
as described or expanded by water/hydrant service. Any waterline extension
resulting in the placement of fire hydrants beyond the limits of the
district shall result in assessment of properties so served.

The Council does hereby levy, for the acquisition
of a water system, for the maintenance of such fire hydrants and for
the purchase of hose, etc., an annual tax of 0.15 mills on said properties
abutting on said highways, streets and alleys, or portions thereof,
and upon property within 600 feet of any fire hydrant in the district
benefited thereby, based upon the assessment for county tax purposes;
provided, however, that no such tax shall be levied upon such land
used as an aviation field or against any other property not benefited
thereby. Such tax shall be collected in the same manner as other taxes.
The collector shall receive the same commission as on the municipal
tax. The Township Treasurer shall receive all such tax collected for
fire protection and shall keep it in a separate account and pay the
same out only upon order signed by the President of the Council, attested
by the Chief Administrator. The Treasurer shall make a report to the
Municipal Auditors annually.
In case any other section of the Municipality
should petition the Council for like protection, the same shall be
done under the provisions set forth herein in accordance with this
article and the Act of Assembly in such case made and provided and,
likewise, under the same terms and conditions, to the end that the
citizens of the Municipality in various districts may receive like
and equal protection.
The proper officers of said Municipality are
hereby authorized and empowered to take necessary steps and make proper
expenditures to put into effect the fire protection districts, and
likewise, they are hereby authorized and empowered to enter into contracts
necessary and convenient for the furtherance of this particular work.
Said Council is empowered to make and execute
any contracts for the extension of said fire protection to private
property owners which said property owners are not on the main roads,
streets or alleys, upon their defraying all necessary expenses in
connection with the installation and operation of said services as
above set forth.
The Council is authorized and empowered to collect
the aforesaid tax in the same manner as other delinquent taxes on
real estate are collected, either by filing a lien in the Prothonotary's
office of Westmoreland County or by making return thereof to the proper
authorities of said county, as provided by the Act of Assembly in
such case made and provided.
