For the purpose of this article, the terms used herein are defined
as follows:
PARKING
The temporary storage of a recreational vehicle or leaving
a recreational vehicle unattended, either attached or unattached to
another motor vehicle, as that term is defined in the Pennsylvania
Vehicle Code.
RECREATIONAL VEHICLE
The single-axle or multiple-axle structure mounted on wheels
or otherwise capable of being made mobile for the purpose of travel
or recreation and shall include, but not be limited to, travel trailers,
mobile homes, tent trailers, boat trailers, home trailers and any
trailers used to transport snowmobiles.
The parking of a recreational vehicle upon any public property,
including public streets, for any period of time in excess of 72 consecutive
hours is prohibited. The consecutive hours shall not be considered
broken or terminated unless the recreational vehicle shall have been
removed from public property, including public streets, for a period
of 48 consecutive hours.
Recreational vehicles may be parked on privately owned real
estate under the following conditions:
A. The recreational vehicle must be parked completely within the property
lines of the privately owned real estate and must be parked in such
a manner so as not to restrict the visibility of the operators of
motor vehicles using any adjacent public street. The wheels of the
recreational vehicle must at all times be blocked or otherwise rendered
immobile so as to prevent any movement of the vehicle.
B. Any recreational vehicle, while parked pursuant to this section,
shall not be used in any manner, including recreation or habitation,
but shall be left strictly as a parked vehicle in keeping with the
definition of this article.
Any person who shall be convicted of violating or failing to
comply with the provisions of this article shall, upon summary conviction
before a District Magistrate, be sentenced to pay a fine of not less
than $50 and costs of prosecution and, in default of payment thereof,
shall undergo imprisonment for not more than five days.
