In accordance with Section 1005 of the Third Class City Code,[1] the regular meeting of Council shall be hereafter held on the second Monday of each month at 6:00 p.m.

The several departments of the government of the City, created by law for the performance of the executive and administrative functions, are authorized and directed to do and perform the several duties which are assigned to them respectively.
All directors of departments are the agents of the Council only, and all their acts shall be subject to direction, review, approval or revocation by the Council.
Every director shall, from time to time as required by law and ordinance or upon request of the Council or whenever he shall deem necessary, report to the Council, in writing, respecting the business of his department or matter connected therewith.

The salary of the Mayor shall be five thousand two hundred dollars ($5,200.) per year. Such salary shall be paid in weekly installments.

The salary of Councilmen shall be two thousand six hundred dollars ($2,600.) per year for each Councilman. Such salary shall be paid in weekly installments.

The director of each department shall perform such duties as the Council may assign to such department from time to time.
Each director shall be restricted in his expenditures, contracts and undertakings for any purpose to the amount of the appropriation made to his department for such purpose and not theretofore expended or covered by previous contracts, and no director shall contract obligations in excess thereof. All contracts, undertakings and purchases made by any director shall be made in conformity with the laws of Pennsylvania and the ordinances of the City in all respects and particulars wherein such laws and ordinances apply.
